Job SummaryLeonardo DRS Naval Electronics is seeking a highly experienced Principal Contracts Administrator to lead contract lifecycle management for complex government and commercial agreements, in accordance with bid specifications, FAR/DFAR, other government regulations and internal policies.
This role will manage negotiation, drafting, compliance, and risk mitigation activities, as well as provide subject matter expertise and mentor junior staff to ensure contract performance and organizational objectives are met.
Job Responsibilities- Lead the administration and monitoring of contract performance on major/complex government contracts
- Conduct the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures
- Responsible for contract solicitation terms, handling contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments/modifications and incorporating changes
- Review contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on contract terms and conditions and provides contractual advice, guidance to the program and operations managers
- Respond to inquiries regarding contract obligations and revisions
- Provide fulfillment of contract deliverables, billings and cash collections
- Conduct proposal preparation for customer requirements
- Prepare and analyze complex price proposals
- Participate in Truthful Cost or Pricing Data (TCPD) implementation/sweeps
- Monitor contract performance and cost controls and ensure compliance with contract terms
- Prepare teaming agreements, MOUs, MOAs, and domestic and international consultant/sales representative agreements and other contractual agreements
- Prepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation package
- Coordinate management review of proposals/contracts and participate in the conduct of program reviews
- Prepare export license applications
- May provide work leadership for lower-level employees
- Maintain effective internal and external customer relations
- Perform special projects as requested
- Bachelor's degree in related discipline with a minimum of 8 years related experience
- Expert knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
- Advanced understanding of complex contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements
- Expert knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
- Expert knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
- Expert knowledge of source selection/evaluation process including cost and price analysis
- Advanced knowledge of requirements for and experienced in administration of government property
- Advanced knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
- Advanced knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
- Must be able to demonstrate excellent verbal, written, and interpersonal communication skills
- Advanced proficiency utilizing Microsoft Office Suite
- Demonstrated contract/agreement briefing, negotiation and review experience
- Familiarity with CLM systems and contract analytics tools
- Must be able to accommodate business travel requirements - including but not limited to Leonardo DRS facilities and/or customer sites as needed
- 10+ years of relevent contracts experience in a DoD environment
- Proven track record of assuming progressively greater responsibility throughout work history
- Prior leadership experience and/or open to transition into future leadership roles including people management as the role and business needs evolve
- Experience administering contracts with international partners or foreign subcontractors
- Familiarity with applicable export control and trade compliance rules
- Desired certifications include:
- CPCM
- CCCM/CFCM (NCMA)
- DAWIA or PMP (PMI)
U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
