Senior Process Controls Manager (Gum Springs, AR) Kelly Engineering is hiring an experienced Senior Process/ Project Controls Manager to lead cost, schedule, and change management activities for a large-scale industrial construction project (over $200M) in Gum Springs, AR. This is a site-based, Contract position (about 12 months) overseeing project controls, contract management, finance, and scheduling staff, with direct responsibility for managing walk downs and reporting to leadership. The ideal candidate should have 10–15 years of experience on major industrial projects (e.g., powerplants, chemicals), expertise in Project Scheduling and a track record of successfully managing multi-disciplinary teams and complex budgets.
  This position will be based at Client's project site located at Gum Springs, AR. Project involves complex engineering and construction, including the installation of high-temperature combustion chambers, advanced air pollution control systems, robust waste handling and feed equipment, and extensive monitoring and safety mechanisms. The process requires strict compliance with environmental regulations and detailed coordination among civil, mechanical, and electrical disciplines to ensure safe, efficient, and environmentally sound operations.
  The Project Controls Manager will need to develop, maintain and update detailed project schedules, closely tracking progress, identifying critical paths, and coordinating with team members to ensure project milestones are met on time and within budget. They also analyze schedule risks, manage changes, and provide regular status reports to stakeholders. Role will have 4-5 Direct reports in the scheduling and documentation control departments. Position is a 6–12-month Contract role: One, possibly two virtual interviews, then a hire, target start date is 11/3/25. Hours are Monday through Friday first shift, at this time the project is in a very critical stage, and the team is working Saturdays.
Job Description: The ideal candidate will be responsible for managing, maintaining, and reporting on a comprehensive project control system to ensure the successful delivery of the project on time and within budget. This role requires a deep understanding of project scheduling, cost control, risk management, and performance reporting within an industrial project environment.
Responsibilities: Prepare and present regular project status reports, dashboards, and KPIs to senior management and stakeholders. Monitor project progress and performance through earned value management (EVM) and other performance measurement techniques. Lead the review, analysis and maintenance of integrated project schedules (Level 3-5) using Primavera P6 or equivalent scheduling software. Analyze variances from the project plan and recommend corrective actions. Conduct critical path analysis, identify potential delays, and recommend mitigation strategies. Manage project budgets, including detailed cost breakdowns, expenditure tracking, and forecasting. Perform earned value management (EVM) analysis to assess project performance and identify variances. Implement and manage change control processes, including the tracking and impact assessment of all project changes. Conduct quantitative and qualitative risk assessments, develop risk response plans, and monitor risk registers. Collaborate with engineering, procurement, construction, and commissioning teams to ensure alignment of project control activities. Mentor and provide guidance to junior project controls staff. Ensure compliance with all relevant company policies, procedures, and industry best practices.   Qualifications: Minimum of 10 years of experience in project controls on large industrial projects (e.g., oil and gas, power generation, mining, chemical). Proven expertise in project scheduling. Strong knowledge of cost control principles, including budgeting, forecasting, and earned value management. Demonstrated experience in risk management and change management processes.   Nice to have: Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field. Management experience. Primavera P6 or Microsoft Project. Certification in Project Management (PMP), Project Controls (PCC), or a similar relevant certification is highly desirable.   Client is a global leader in environmental solutions, specializing in sustainable water, waste, and energy management for industries and communities.
