Instrumentation and Controls Estimator | Remote
Long-term contract-to-hire role 12+ months | Full-time with full benefits

Kelly® Engineering is seeking an Instrumentation and Controls Estimator for a long-term contract-to-hire position for our client in the municipal water industry.

This is a remote position with minimal travel requirements. Candidates located in the Eastern Time Zone are preferred.

Responsibilities

  • Create accurate cost estimates for municipal water/wastewater projects, specifically tied to process controls, electrical controls, and instrumentation.
  • Understand both the technical side (PLC, SCADA, P&IDs, controls, instrumentation) and the business side (estimating, proposals, budgets, customer follow-up).

Must Have Background / Skills
  • Process Controls
  • Instrumentation & Controls (I&C) background - sizing, specifying, or integrating instrumentation in water/wastewater plants.
  • Estimating/project costing experience - ability to break down project requirements into accurate bids and proposals.
  • 5+ years in electrical controls design/startup - hands-on, not just theoretical.
  • PLC/SCADA knowledge - to understand project scope and costs.
  • Ability to read and work with P&ID drawings.
  • BS Electrical Engineering (preferred, not mandatory if experience is strong).
  • Familiarity with water/wastewater municipal project bidding processes.
  • Strong communication skills for customer proposals and follow-ups.

Travel: Occasional day trips to attend bid walk-throughs or client meetings
