Construction Mechanical Owner's Representative Role Purpose: To lead project execution for Capital and Expense projects managed by Engineering Solutions. The ES-Construction Mechanical OR will lead Project Execution, Safety, and Quality Assurance for the plant and oversee contractors for all ES Construction Projects for Piping, Civil, Structural, PCE, and non-critical CRE installations.
This Role Description Owner is the Regional ES-Construction Leader. Requirements:
- Experience across multiple functions. Minimum 10 years' experience in Capital Construction or Construction Inspection and/or Bachelor's degree in Construction Management.
- Experience in construction leadership/supervision is preferred.

- Good troubleshooting ability, especially as it relates to analyzing all possible failure modes and taking measures to mitigate their occurrence.
- Extensive understanding of Industry Codes (ASME, ANSI, API, etc.)

- Maintains good personal safety habits and exhibits safety leadership traits.
- Knowledge of critical construction requirements for Civil/Mechanical installations.
- Facilitate appropriate SME involvement.
- Able to effectively relate with the client and contractor personnel at various levels.
- Review contractor project specific safety and quality plans and ensure that it is implemented.
- Works towards providing customer satisfaction with project results.
- Good Understanding of Most Effective Technology (MET).
- Project Coordination & Monitoring:
- Coordinates, administers & follows construction projects issued by engineering.
- Monitors construction contractor performance to ensure excellence in safety, quality, schedule, and cost results.
- Safety Management:
- Drive safety practices, processes, and rules to achieve "0" injuries on all activities.
- Ensure contractor compliance with their project safety plan.
- Actively involved with BBP interventions and observations.
- Project Planning:
- Plan with production & maintenance groups to schedule new construction activities.
- Organize set up and dismantle of temporary facilities for projects.
- Coordinate project requirements with various stakeholders like Construction Managers, Design Engineering personnel, Contractor Management, etc.
- Quality Assurance:
- Ensure contractor Quality Control procedures are properly implemented.
- Verify compliance with related requirements, codes, and specifications.
- Interface with engineering & design groups on project details, field changes & interferences.
- Incorporate the life critical standards applicable to construction activity.
- System Turnover:
- Understand Clearing procedures for process equipment.
- Manage the Turn Over of systems back to operations including generating checklists for equipment turn over, assembling turn-over packages, and handling pre-commissioning and start-up.
- Non-Conformance Management:
- Submit Non-Conformance Reports to the Quality Focal Point.
- Work with Civil/Mechanical SME to resolve reported issues.
- Pipe and PCE Installations:
- Develop and drive pipe testing plans, focusing on test boundaries and alternate testing methods.
- Verify PCE installations meet Dow EMETL Specifications and Manufacturer's requirements.
