Description


Provides development, leadership and oversight for IS's Project Management Office and IS Finance operations. Directs the creation, implementation, and maintenance of a centralized Project Management Office (PMO). Manages a diverse portfolio of projects across IS, and day-to-day operational aspects of the PM office, IS Finance and staff. Has responsibility for standardizing execution of projects, providing guidance on practice and application of project management, and ensuring successful execution of projects and programs through effective facilitation, tracking, and reporting consistent with project objectives and IS's strategic plan. Directly and indirectly oversees multiple program managers, project managers, project coordinators and subject matter experts (SMEs) responsible for ensuring projects are managed from initiation through flawless execution according to established PMO project management methodology and aligning to organizational goals and strategic objectives. Works directly with IS and Leadership governance committees to evaluate new requests as relates to technical feasibility, alignment with organizational architectural and technical standards, technical work efforts and availability of resources. Evaluate IS portfolio to define opportunities to decrease complexities to help streamline operations and maintenance. Responsible for both operational and capital IS financial management to support day to day activities, monthly planning, reporting as well as planning and budget management of the entire operational and capital planning and budgeting for the entire IS portfolio.

Essential Duties:

  • Builds and manages the project/program management office/function for IS. Has responsibility for standardizing execution of projects, providing guidance on practice and application of project management, and ensuring successful execution of projects and programs consistent with project objectives and IS's strategic plan. Defines and develops enterprise wide IS project/program management practices, governance standards, processes and metrics.
  • Provides a leadership and oversight role in all IS contract negotiations. Work closely with legal and compliance to ensure all aspects of IS contract compliance are met with regards to Risk, DR, PCI, HIPAA, SOX, and Internal/External audits. Provides oversight in Drafting, Evaluation, Negotiation and Execution of Contracts. Provides leadership and serve as the point of contact for customers on IS contractual matters. Review and approve assigned contract packages in conjunction with the Information Systems Department needs and requirements. Oversee all standard and nonstandard contracts, provide redlined recommendations and negotiate directly with vendors. Oversee the maintenance of contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects. Provides leadership for assurance that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation. Provides leadership for negotiating and drafting of competitive terms. Provides oversight of customer satisfaction with our terms and conditions and contracting practices. Recommend changes. Handle on-going issue and change management. Monitor transaction compliance (milestones, deliverables, invoicing etc.). Monitor compliance by company employees with established procedures. Identify areas of recurrent pressure. Ensure contract close-out, extension or renewal.
  • Manages IS finance and associated staff members. Manage project budgets for the departments. Ensure all project managers are tracking expenditures for capital and expends in line with approved budgets. Produce resourced projects schedule gathering input from IT Directors on project schedule. Identify potential and actual resource and/or system conflicts. Work with project managers, IT and business leads on resolution. Maintain and publish project dashboard for all projects on a monthly basis. Assist CIO and IT leadership to develop and manage the IT capital budget. Direct annual budgeting and planning process for the organization's (annual budget), in conjunction with the IS Department. Oversee and direct the development and management of annual budgets. Oversee monthly and quarterly assessments and forecasts of organization's financial performance against budget, financial and Information Systems operational goals. Oversee short and long-term financial and managerial reporting. Oversee in the development of long-range forecasts and maintain long-range financial plans. Oversee the preparation of annual audit and be a liaison with all other involved departments. Provide oversight for IS Department to work with Risk Management Department / Finance to coordinate contractual insurance requirements. Work with Finance to ensure adherence to broader finance and risk requirements such as revenue recognition, pricing and discounting policies and export controls etc. Review and approve Budgets and Budget revisions. Oversee the verification process of expenditures and authorizes payment of invoices. Oversee the development of fiscal documents and budget worksheets. Provides leadership, oversee and monitors agreements for fiscal & administrative compliance. Oversee the Revision process and responds to any IS Department related Audits.
  • Ensures projects/programs are defined, tracked and communicated in a consistent and effective manner. Incorporates effective change and risk management controls. Partners with IT, business leadership and other key stakeholders to prioritize projects based on predefined criteria such as return on investment, productivity and compliance.
  • Ensures all projects within IT portfolios/programs are delivered on time, within budget and to an agreed quality level.
  • Provides organization-wide development and integration of consistent project management standards, best practices, and methodologies.
  • Serves as resource for information across the organization for the PMO and the adoption of project management tools, policies, processes and methodologies.
  • Serves as primary liaison for PMO with management and subject matter experts. Fosters positive relationships with all stakeholders, and ensures appropriate resource allocation across IT and the business line projects.
  • Convenes regular review meetings to track and assess project portfolios with leadership, senior management, project sponsors and other stakeholders.
  • Conducts individual project reviews, on a regular basis, to assess overall project quality and compliance with departmental processes and procedures.
  • Develops and manages department program/project budgets. Makes major budgetary and resource allocation decisions. Provides financial status reports as needed.
  • Directly or indirectly manages all staff assigned to project. Determines organizational structure, reporting relationships and short and long-range staffing needs based on project goals. Reviews and approves hiring and salary actions to ensure compliance with policy. Develops and manages employee skills assessment process. Oversees performance appraisal process for staff and remains informed of any disciplinary actions required.
  • Develops and manages staff utilization process to ensure staff resources are fairly and evenly distributed. Ensures staff is not over-utilized across projects.
  • Develops and implements security related procedures such as office opening and closing routines, recognition of duress signals and key controls. Coordinates security activities with university Public Safety Department. Promotes and maintains standards for security conscious awareness and behavior. Maintains knowledge of university's crime prevention and suppression programs and services. Ensures dissemination of security related information to staff.
  • Performs other related duties as assigned or requested. The university reserves the right to add or change duties at any time.


Required Qualifications:

  • Bachelor's degree in a related field
  • 5 years 5 -10 years in portfolio, program and project management
  • 6 years 6+ years' experience managing technical development teams in support of clinical and administrative system

Preferred Qualifications:

  • Master's degree in a related field
  • Certification - Job Relevant Portfolio Management Professional (PfMP) Highly Desired;
  • Certification - Job Relevant Program Management Professional (PgMP) Preferred
  • Certification - Job Relevant Project Management Professional (PMP) Certification highly desired

Required Licenses/Certifications:

  • Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $133,120.00 - $219,648.00.
