Kamehameha Schools Hawaii Campus is looking for a Transportation Administrator to join their Operations Team! This position will be responsible for ensuring safe and efficient student transportation, fleet management, vendor relationship, and contract management. The ideal candidate will be able to understand basic accounting principles and complete financial reporting tasks, confidently read and negotiate contracts, and have excellent written and verbal communication.

Job Summary

Manages the daily transportation operations to ensure the safety of student transportation and efficient and smooth operations of student bus services and fleet vehicles.  Manages vendor relationships, to ensure vehicle maintenance and driver certifications meet state and federal requirements. Responsible for communications to students, ʻohana, faculty and staff regarding transportation changes. Works with Director of Operations and with campus leadership to make decisions as necessary for the safe and reliable transport of students.

Essential Responsibilities

Student Transportation

  • Coordinates and implements an effective transportation plan that encompasses daily transportation routes for regular and summer programs, as well as discretionary buses for KS sanctioned events.
  • Oversees the Transportation office to ensure that daily operations and services are provided seamlessly.
  • Makes decisions around the safe transport of students including combining routes or re-routing buses.
  • Monitors the charter bus service schedule, ensures all bus stops and site locations are adequately staffed to ensure rider safety, and obtains the necessary vehicle and driver certificates of insurance.
  • Communicates with parents regarding transportation concerns and adjustments via School Messenger emails, texts and recorded voice messages. Independently responds to student and ʻohana questions, concerns and complaints.
  • Responds to community and parent concerns and complaints regarding bus stops including informing the police.
  • Reviews and develops reports summarizing Student Notice of Concern reports, and immediately investigates and prepares written documentation on alleged student behavioral incidents (e.g., coordinate the release of bus camera film, etc.). Follows up with division administration regarding student conduct and discipline.
  • Reviews daily bus runs and student rosters and oversees the reporting of no bus pass student riders and other infractions to the division administrators for follow up with students.
  • Maintains accurate and accessible bus attendance rosters in the case of emergencies.
  • Independently represents transportation issues in emergency situations including contact tracing, evacuations and re-routing. Advises leadership as necessary and determines which decisions require Director's purview.
  • Presents options and recommends decisions to the Director in cases impacting student learning due to unforeseen circumstances.
  • Keeps abreast of transportation safety regulations and trends, and ensures KSH practices are aligned with KS' policies and procedures.

Fleet Management

  • Oversees 14-passenger buses and motorpool vehicle requests.
  • Annually reviews all equipment requirements (bus, trucks, automobiles, and light/heavy movable equipment, etc.) for adequacy and consistency with KS established standards and recommends purchases or delays due to their condition.
  • Ensures that the Campus fleet and equipment records are current with all pertinent data. Maintains all maintenance, registration safety inspection and other required recordkeeping.

Driver Training

  • Coordinates required internal and external safety training (vehicles, bus, light/heavy equipment, etc.) to meet frequency and deadlines and includes Transportation Department, Operations Support Division and/or Campus staff for optimal efficiency of training resources.
  • Trains or oversees training of transportation staff in work procedures, standards and safety practices, and monitors operations for compliance with safety standards, including classroom training.
  • Recommends new cost-effective methods to improve performance and efficiency.
  • Ensures that all drivers/equipment operators are current with all the required licensing requirements at all times or are not allowed to operate vehicle and/or equipment.
  • Maintains accurate records of staff training information to ensure timely renewals.

Administrative & Fiscal

  • Oversees transportation contract and related systems.
  • Manages vendor relationships including planning and hosting bus driver orientation before each school year and summer program, and keeps regular communication with vendor's management.
  • Investigates and prepares documentation of driver infractions and/or accidents (minor and major) and works with vendor for acceptable action.
  • Oversees all fiscal duties for transportation including, but not limited to RFPs, billing, researching and recommending product purchases, procuring and paying for vehicles, equipment and supplies.
  • Provides feedback on the development of the annual budget and information for contract purposes.
  • Prepares management reports with pertinent transportation statistics to support solid business decisions.
  • Ensures evacuation drills are completed by each division.
  • Other duties as assigned.

Position Requirements

Minimum Qualifications - An equivalent combination of education and experience may substitute for the requirements listed.

  • High School Diploma/Equivalent.
  • Minimum of five years of related work experience.
  • Valid Driver's License.
  • Previous management experience in providing transportation services including coordinating bus and vehicle maintenance.
  • Excellent oral and written communication skills, including the ability to effectively convey sensitive information.
  • Good interpersonal skills to deal effectively with various audiences (faculty, parents, staff, students, general public, etc.).
  • Ability to work flexible schedules (weekends, early mornings, late nights).
  • Strong ability to manage multiple assignments and/or projects and meet all deadlines with accuracy.
  • Strong analytical and computer skills (proficiency required in Excel, Word, JDE and Web Based applications).
  • Excellent independent judgment.
  • Ability to problem-solve and recommend solutions.

Preferred Qualifications

  • Previous supervisory experience.

Physical and Mental Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
  • Occasionally stand and/or walk, write by hand, and lift and/or carry, push and/or pull objects that weigh up to 10 pounds.
  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.

Working Conditions (including Environmental Conditions)

  • This position may involve traveling to various locations, including neighbor islands to conduct business.
  • Work is conducted in an office environment and may require work to be conducted in non-standard workplaces.
  • Work is typically conducted Monday through Friday at normal business hours.
