Kamehameha Schools (KS) is searching for a Senior Procurement Manager to join our Finance team. Job SummaryThe Senior Procurement Manager provides oversight of all procurement operations for a multi-site organization. This role provides strategic leadership, guidance and management to procurement staff to ensure procurement practices are efficient, compliant, and aligned with organizational goals. This role is responsible for developing and maintaining sound procurement practices and procedures to maximize KS operational effectiveness. The senior manager leads the group in determining, coordinating, and evaluating the purchases of goods and services in collaboration with organization stakeholders, overseeing the vendor management program, preferred vendor list, and contract management.
Essential ResponsibilitiesStrategic Leadership & Team Management
Lead, guide, and manage team to ensure procurement for the organization operates effectively and efficiently.
Evaluate and optimize procurement structure, process, and technology requirements to enhance service delivery and maximize cost efficiency.
Foster a customer service-oriented culture within the procurement team.
Procurement Operations
Oversee organization-wide administration of price negotiations and the purchasing of goods and services, including large-dollar and complex procurement projects based on consolidated organizational needs.
Monitor buyer and vendor management effectiveness and performance, providing feedback to improve cost, quality, and timeliness of services.
Liaise with the Accounts Payable department to ensure accurate and timely invoice processing.
Establish and maintain collaborative relationships with key suppliers to ensure high performance and reliability.
Lead contract negotiations and ensure legal compliance in contract development and execution.
Policy and Compliance
Develop and maintain sound procurement policies and procedures that maximize the organization's purchasing effectiveness and align with regulatory requirements and organizational goals.
Ensure staff understanding and adherence to procurement policies and applicable laws and regulatory requirements (e.g., EPA, HACCP, student safety regulations).
Spend Analysis and Strategic Sourcing
Analyze spend trends and organizational demand, managing inventory and identifying opportunities for delivery performance through vendor consolidation and cost savings.
Recommend strategic sourcing initiatives to leverage enterprise purchasing power.
Change Management and Stakeholder Engagement
Lead change initiatives efforts related to procurement.
Train end users on new processes and systems, gaining stakeholder buy-in for business process reengineering and improvement efforts.
Act as the external liaison for procurement and accounts payable-related matters.
Minimum Qualifications - An equivalent combination of education and experience may substitute for the requirements listed.
Bachelor's Degree in Business Administration, Finance, Accounting or a closely related field.
Minimum 5 years' experience in procurement or accounting in a supervisory capacity.
Strong knowledge of procurement principles, tools, and techniques.
Proven experience in the successful management of a large, multi-location business functions.
Able to develop strategies for efficient supply chain management.
Experience in working with various levels of management and strong leadership skills to manage a variety of staff.
Knowledge of processes and internal controls in a business environment
Experience with business process reengineering and able to implement change management projects and programs.
Knowledgeable of applicable state federal and local laws related to procurement and safety, including those surrounding disposal of hazardous materials (EPA), hazard analysis surrounding food handling (HACCP), and student safety.
Strong negotiation skills and ability to lead in contract negotiations.
Ability to understand, draft, and manage legal contracts.
Proficiency in Microsoft Office and large automated purchasing management systems.
Excellent verbal and written communication skills to communicate effectively and professionally with various levels of stakeholders; including all levels of leadership, staff, and external parties, such as vendors.
Strong organizational skills and adaptability in a dynamic environment.
Demonstrated ability to lead teams and collaborate cross-functionally to accomplish defined common goals and objectives.
Demonstrate a professional, positive attitude.
Preferred Qualifications
- Knowledge and experience in an educational environment and/or tax-exempt organizations.
- Knowledge and working experience of Oracle Fusion ERP for procurement and related functions.
Physical Requirements
- Frequently sit, perform desk-based computer tasks and grasp light/fine manipulation.
- Occasionally stand/walk, write by hand, and lift/carry/push/pull objects that weigh up to 10 pounds.
- Rarely twist/bend/stoop/squat, kneel, crawl, climb, reach/work about shoulder, grasp forcefully.
Working Conditions
- This position may involve traveling to various locations, including neighbor islands to conduct business.
- Work is conducted in an office/school environment and may require work to be conducted in non-standard workplaces.
- Work is typically conducted Monday through Friday at normal business hours but evening and weekend hours are often required to meet goals and objectives.
