Our Kapālama Campus is looking for a dynamic and experienced leader to join our team as the Operations Service Director. This role will oversee the Operations Services areas (Security, Transportation, Operations Administration) of our campus, and work cross-functionally to ensure a safe, secure, and supportive environment for students, staff, and visitors.
This role requires a strategic leader with extensive experience in law enforcement, security, emergency management, and/or public transportation.
Compensation range for this position is $150 - 180k, depending on experience level.
Job Summary
The Operations Services Director executes the strategic planning, development, and management of the campus' security, transportation, and centralized administrative analysis and support. This role takes a broad, strategic outlook on long-term initiatives that involves leadership and collaboration with various departments to align divisional priorities and goals. This role is responsible for coordinating across the division, facilitating communication between teams to ensure the effective operation and enhancement of customer related services to support the organization's objectives.
Essential Responsibilities
Operations Services Management
Oversees, evaluates, and monitors the effective and efficient management of the division's direct and indirect service departments, ensuring all services are performed safely and consistently to divisional, organizational, and regulatory standards.
Coordinates with various internal and external partners to ensure efficient workflows are in place to maximize productivity and performance, and to ensure regulatory compliance and fiscal responsibility.
Ensures that all campus service operations comply with relevant City, County, State ordinance and codes, as well as organizational policies and industry best practices.
Facilitates exceptional customer service by acting as a liaison between campus stakeholders and Operations Services, ensuring timely, professional responses to inquiries and fostering clear communication and collaboration.
Procurement, Budgeting, Financial and Vendor Management
Evaluates the budget planning and ongoing financial management for all service departments while ensuring cost-effectiveness, efficiency, and timely reporting on monthly variances and quarterly reforecasts using financial models.
Identifies cost-saving opportunities, risk avoidance and strategies while maintaining the quality of services and operations.
Applies Best Value Trade-off Analysis prior to approving competitive bids, general procurement purchases, or reimbursement approvals.
Applies divisional internal controls to ensure compliance with KS policies and procedures.
Approves, oversees, and fosters positive relationships with external vendors and service providers, ensuring high-quality services and best value for Operations Services.
Staff Leadership & Development
Builds, develops, and oversees a strong management team of professionals, providing exemplary leadership including direction, development, and assessment.
Fosters a safe and positive work culture that encourages collaboration, continuous improvement, and professional growth.
Develops and maintains excellent working relationships with internal and external partners and regulatory agencies.
Strategic, Operational, and Continuous Improvement
Provides vision and direction for the short- and long-term development and enhancement of the campus' security and transportation daily operations.
Establishes and implements divisional goals, objectives, strategic plans, policies, and operating procedures.
Monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
Acts as a strategic thought partner to the Director of Campus Operations providing strong analytical skills and work experience, with the ability to analyze data and make informed decisions.
Acts as a strategic facilitator, providing advice to the division and campus on event planning, policies and procedures, business initiatives, managing stakeholder relationships, and developing long-term plans and strategies to improve divisional efficiency, effectiveness, and compliance.
Provides regular updates on areas of responsibility, including emerging trends and regulations, and ensures effective communication with partners, stakeholders, and campus divisions to maintain alignment and address cross-functional matters.
Evaluates and oversees campus security and notification systems from procurement to installation and maintenance to ensure reliable communications and services are being provided to stakeholders; develops and implements associated procedures to ensure proper performance, use, compliance, and opportunities for improvement.
Community Relations
Represent division and/or campus at community and governmental meetings where transportation and security matters are areas of concern or topics of discussion.
Actively participates on campus and organizational safety and security committees.
Emergency Preparedness & Response
Coordinates the planning and operation of campus facilities and services in emergency response situations, disaster preparedness, and emergency notification programs.
Collaborates with necessary divisional and campus leaders, and KS emergency management teams to develop, maintain, and execute emergency response plans for campus (including off-site facilities).
Coordinates or leads response efforts during emergencies or crises to ensure the safety of the campus community.
Minimum Qualifications-An equivalent combination of education and experience may substitute for the requirements listed.
Bachelor's degree in risk management, public/government administration, emergency management, criminal justice, logistics or related field.
Proven experience in law enforcement or emergency management with at least 5 years of managerial experience.
Valid driver's license with acceptable traffic abstract
Strong computer skills and systems knowledge such as MS office suite of products, and Google products
Strategic thinking and problem-solving abilities.
Strong project management and time management skills.
Knowledge of relevant laws, regulations, and best practices in transportation and security management (e.g. OSHA/HIOSH, life safety codes, DOT, etc.).
Excellent communication, negotiation, and interpersonal skills to effectively interact with stakeholders at all levels.
Strong leadership skills with the ability to motivate and manage a diverse team.
Ability to exercise critical human relations skills in establishing and maintaining effective working relations with the campus community.
Strong emotional intelligence to collaborate effectively with others, build rapport with team members, resolve conflicts constructively, and contribute positively to group dynamics.
Strong analytical skills and fiscal abilities to manage a $12+Mil operating budget and several departments.
Demonstrated ability to analyze situations, exercise sound judgment, and make decisions independently.
Ability to manage multiple, complex departments and projects, set priorities, and execute appropriate action simultaneously.
Ability to work flexible hours to meet the needs of the division.
Preferred Qualifications
Master's degree preferred
FEMA ICS certification in 100, 200, 300, 400, 700 & 800
Certification in First Aid and CPR with AED
Previous work experience in all hazards incident management team response
Physical Requirements
Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.
Occasionally stand and/or walk, handwrite, and lift and/or carry, push and/or pull objects that weigh up to 50 pounds.
Ability to twist, bend, stoop, squat, kneel, crawl, climb, reach, or work above shoulder, or grasp forcefully.
Working Conditions
This position involves traveling to various on- and off- site locations and may require travel off island to conduct business.
Work is typically conducted in a school environment. Both indoors and outdoors.
Work may involve exposure to extreme temperatures and exposure to dust, dirt, smoke, unpleasant odors, loud noises, etc.
Work is typically conducted Monday through Friday during normal business hours, but evening and weekend hours are often required to meet goals and objectives.
Accessible and available 24 hours in the event of an emergency.
