The Human Resources (HR) Business Partner (HRBP) / HR Generalist implements and administers effective Human Capital (HC) strategies that deliver high levels of employee engagement and enhance organizational behaviors, capabilities, and retention, with a direct impact on customer satisfaction and achievement of business goals and operational objectives.
The HRBP has an in-depth knowledge of HC policies, processes, programs, and systems, and can respond quickly and effectively to employees, supervisors, Sr. Managers, and their support staff. The HRBP assists in the interpretation of HC policies and procedures, explains HC programs and systems, and facilitates dialogue on employee/employer issues.
In all activities, the HRBP works in close partnership with department colleagues, supervisors, Sr. Managers, and their support staff.
The duties and responsibilities of the HRBP are varied, and incumbent(s) may support all HC related processes for a given business unit or may specialize in a process area, specialty may rotate. Tasking will ensure the smooth and efficient operation of the department but provide an opportunity for strategic input.
On an ongoing basis, the HRBP:
- Maintains an in-depth knowledge of FSA policies and legal requirements related to day-to-day management of employees. Provides guidance to Sr. Managers and supervisors reducing legal risks and ensuring regulatory compliance.
- Partners with the Sr. HC Manager on employee relations issues and initiatives, with an emphasis on proactively assessing organizational performance and recommending, implementing, and communicating HC solutions that foster a high-performance culture, engagement, and inclusion. Disseminates employee relations information/training.
- Supports disciplinary actions to include helping to plan and conducting investigations, reporting findings, and participating in Performance Improvement Plan (PIP) development and progress meetings, and implements remedies on low to mid-level employee relations issues.
- Engages with employees to encourage feedback, helps to design and implement engagement and survey initiatives, provides analysis of engagement and survey results, and identifies areas of strength and opportunities for improvement.
- Supports the change management process by soliciting input from employees on proposed changes, monitoring local and state laws that drive change, and communicating changes to Sr. Managers, supervisors and their employees in a positive way.
- Promotes HCM programs and FSA's Code of Conduct to create an efficient and conflict-free workplace. Collaborates with others to identify and implement a variety of communications strategies, to include the maintenance of the organization's FSAConnect SharePoint resource.
Throughout the employment lifecycle, the HRBP:
- Supports onboarding activities to ensure new hires, and FSA, have all needed information. Helps to refine onboarding strategies to deliver an exceptional early experience.
- Plays a key role in the orientation of new employees, supplementing online training through one-on-one and group sessions that address topics such as benefits, business practices, policies, and relevant employment laws such as the Service Contract Labor Standards (SCLS). This includes assisting with the development and maintenance of orientation materials.
- Works with Sr. Managers to pair new employees with an appropriate mentor, if applicable.
- Serves as a resource to employees and supervisors during FSA's 90-day probationary period, engaging with Sr. Managers, and the Sr. HC Manager as appropriate.
- Familiarizes employees with FSA's career lattice, professional development, and training resources. Assists with the processing of program requests.
- Provides input on the organization's training needs, and helps with the rollout of training initiatives, to include monitoring training completion.
- Conducts exit interviews for employees who are terminating, distributes results, and supports improvement activities, as appropriate.
- Facilitates the smooth transition of employees on an unpaid administrative leave.
The HRBP may also:
- Participate in compensation related activities.
- Support Open Enrollment and the administration of a variety of benefit, reward, and wellness programs.
- Help to monitor Leaves of Absence and Accommodations, providing guidance to employees, supervisors, and Sr. Managers on available options, ensure communication and coordination with internal and external stakeholders.
- Facilitate smooth contract transitions.
- Support the department's compliance activities to include monitoring Federal, State and local legislation impacting the entire employee lifecycle, to include the SCLS.
- Perform other duties and projects as assigned.
Requirements
Minimum Educational Requirements:
- Bachelor's degree in Human Resources, Business Administration, or related field; High School Diploma/GED combined with additional work experience and / or relevant certification(s) may be substituted for degree.
- Current HR certification preferred (SHRM/HRCI/CEBS).
Skills/Qualifications Required:
- A minimum of five years' progressive experience in HR field.
- One to three years' ER experience strongly preferred.
- Experience in a multi-state environment strongly preferred.
- Experience with government contracting and with the SCLS and Health & Welfare strongly preferred..
- Exceptional customer service, interpersonal, and written/oral communication skills.
- Strong conflict resolution skills with a proven ability to collaborate with stakeholders at all levels.

- Thorough knowledge of employment-related laws and regulations.
- Technical aptitude and advanced proficiency with the Microsoft Office Suite to include Excel, Outlook, PowerPoint, SharePoint, and Word.
- Experience with an HRIS, ADP Vantage experience strongly preferred.
Target salary range for CA, CO, DC, MD, NJ, and WA, : $72,805 - $83,725. Target salary range for NYC: $79,140 - $91,010 Target salary range for IL & MN: $63,310 - $72,805 The estimate displayed represents the typical salary range for this position based on experience, location and other factors.
