Description:  1.0 FTE EL Coordinator at Federal Programs

Job Summary:  To provide a leadership role in the area of EL instruction for the district and school community. To provide professional development for teachers focusing on EL instructional techniques. To coordinate, design, and implement appropriate English Language Acquisition program for eligible students.  To assess, identify, and formulate plans of service for EL students.  To act as a resource for regular classroom teachers of EL students.
  Duty No.  
Essential Duties 1 Determines the needs of EL students.  Collaborates with classroom teachers to establish plans of service for each student outlining appropriate modifications and accommodations based on students' levels of language proficiency in reading, writing, listening, speaking and comprehension. 2 Serves as a resource for teachers by suggesting strategies, ideas or materials that can enhance instruction and support EL students failing or at risk of meeting academic standards. 3 Assists in developing, implementing and coordinating a district-wide EL Prereferral Program 4 Prescribes goals and activities for each EL student in cooperation with the classroom teacher and principal. 5 Demonstrates, models and coaches effective research-based EL instructional strategies. 6 Assesses the accomplishments of students on a regular basis and provides progress reports as required.  Creates or selects, and administers suitable tests for summative, formative, and diagnostic purposes. 7 Maintains accurate and correct records as required by law, district policy and administrative regulations. 8 Guides and assists teachers and staff with preparation for, and assessment/analysis of students for identification and placement in intervention or acceleration programs. 9 Provides and facilitates professional development workshops, models strategies or techniques and demonstrates collaborative lessons in the classroom. 10 Plans and models to other teachers EL teaching techniques and SIOP strategies to meet the individual needs, interests, and abilities of the students and adheres to the District curricular objectives. 11 Displays a conceptual knowledge of the content being taught, including EL strategies. 12 Serves as a resource for schools in multicultural events.  Assists the Director of Federal Programs in coordinating and training certified teachers and classified staff assigned to the program upon request. 13 Supervises and plans family education opportunities for families to increase knowledge and encourage active involvement in the schools. 14 Communicate information, explanations, justifications, expectations, directions, and evaluations to teachers, parents, other district staff, and community members with efficiency and clarity. 15 Attends meetings and parent conferences to provide information and facilitate communication between students/parents and teachers/school administration.  Contacts parents/legal guardians by telephone, in writing and/or home visits to encourage their active participation in the student's formal education.  Coordinates parent/family school functions at the school site. 16 Make provisions for being available to teachers and parents for education-related purposes outside the instructional day when requested. 17 Take all necessary and reasonable precautions to protect students, equipment, materials and facilities. 
Submits requisitions for supplies and organizes EL materials. 18 Strives to maintain and improve professional competence. 19 Other duties as assigned.
Knowledge:  Understanding of other cultures and languages and EL strategies. Knowledge and use of multiple EL assessment tools and diagnostic procedures. Knowledge of Guided Language Acquisition Design (GLAD). Knowledge of Pre-referral Process for EL students. Evidence of continual professional development.
 
Skills (position requirements at entry): Ability to coordinate an EL program. Excellent interpersonal and communication skills. Ability to demonstrate, model and coach effective research-based EL and literacy  instructional strategies. Demonstrated ability to collect, analyze and utilize data to improve student learning and assist teachers and staff with the same process.

Training and Experience (position requirements at entry): EL Endorsed (preferred but not required).  Minimum three years EL Teaching experience. Experience teaching at multiple levels and across diverse populations of students, along with students whose primary language is not English. English Language Acquisition courses and training in language development (such as TESOL/ESL certification). Experience providing teacher training in EL instructional practices. Sheltered Instruction Training.

Licensing Requirements (position requirements at entry): Current Type A Alaska Certificate, EL endorsement.
 
Physical Requirements: Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. This position is an itinerant position, and travel among assigned school and department locations is required.
