Description
ENSCO Rail is seeking an experienced Proposal Manager to lead and manage the delivery of technical commercial proposals in support of our innovative railway solutions for track and rolling stock automated inspection technology and services. This role will play a critical part in growing ENSCO Rail's and ENSCO's wholly owned subsidiary, KLD Labs business by leading the delivery compelling, compliant, and customer-focused proposals that showcase our technical expertise and innovative capabilities. The ideal candidate will have a strong background in proposal management within a technical environment, exceptional organizational and writing skills, and a proven ability to drive the proposal process from start to finish.
Responsibilities for this position include:
- Proposal Delivery: Lead the end-to-end proposal delivery process, including planning, organizing, and managing resources to create high-quality proposals that meet client requirements and deadlines.
- Team Collaboration: Collaborate with subject matter experts (SMEs), business development teams, sales agents, and subcontractors to gather critical information and accurately convey technical and commercial solutions.
- Technical Writing: Utilizing standard proposal templates, write, edit, and organize proposals, ensuring accuracy, clarity, and alignment with ENSCO Rail's technical capabilities and solutions.
- Building Pricing: Starting with standard pricing cost worksheets, assemble pricing information, build cash flow tables, and create pricing.
- Compliance and Quality Assurance: Ensure all proposals are compliant with customer requirements, RFP/RFQ guidelines, and internal standards.
- Process Improvement: Identify and implement best practices for proposal development, including maintaining a proposal library, templates, and other resources to streamline future efforts.
- Proposal Reviews and Revisions: Lead and participate in pre-bid opportunity reviews and proposal reviews with internal stakeholders and executive staff. Provide constructive feedback and making necessary revisions to improve the quality and competitiveness of submissions.
- Deadline Management: Ensure all proposals are delivered on time and meet both client and ENSCO Rail standards.
Qualifications
- Experience with commercial technology products or services
Requirements
Bachelor's degree in business, English/Technical Writing, Engineering, or similar, or equivalent experience with minimum 7 years' experience in proposal management or equivalent experience in relevant field.
- Proven experience in processing Request for Proposals, writing proposal content, organizing complex tender documents.
- Proficient in individual and proposal team organization to meet deadlines with high quality proposals.
- Must be able to work independently and as part of a diverse interdisciplinary team
- Strong project management skills and experience managing multiple proposals simultaneously.
- Excellent verbal and written communication skills, including technical writing and copy-editing.
- Proficient in Microsoft Word and Excel for the purpose of generating proposal documents.
- Demonstrated experience learning new technical elements of products and/or services
