This is a subcontracting opportunity with Covenant Learning Solutions, Operator of the Kittrell Job Corps and NOT with the United States Government.

This is a subcontracting opportunity with Covenant Learning Solutions, Operator of the Kittrell Job Corps and NOT with the United States Government. 

Covenant Learning Solutions, contracting for the U.S. Department of Labor to operate the Kittrell Job Corps Center, a student residential training facility located at 1096 US-1, Kittrell, NC 27544, solicits written bids for a Full-Time Mental Health Consultant. 

All bids should be submitted in writing by Friday, July 12, 2024, at 5:00 PM. Quotes received after the deadline and/or without all requested documentation about your company will not be considered.

The vendor is to return the completed bid sheet, scope of work, new vendor packet, and all credentials listed herein.


The total hours to be worked should not exceed 40 hours per week. The performance period is August 1, 2024, to July 31, 2026, or whatever the remaining

balance of the contract year shall be. This also includes any continuation of services as approved with the inclusion of Option Years 1, 2, and 3 beginning August 1, 2027, through July 31, 2029.


Covenant Learning Solutions reserves the right to reject bids and select the most responsible bid. Bidders should know the bid requirements for federally funded projects and act accordingly.

Bidders are placed on notice that this is a competitive bid process, and the cost is an important fact. 

Overall low bid does not constitute bid award. 

Payment terms are NET 30 days from date of invoice. 

All questions regarding the Invitation to Bid and/or Scope of Work must be submitted in writing to: Ann Marshall at amarshall@covenantlearn.com and Gina Moretti at moretti.gina@odlemanagement.com.

Required credentials documents to submit with bid sheet and scope of work are:

  1. Active, unrestricted license to practice as an independent practitioner in state of North Carolina and does not require supervision to practice.
    1. Licensed Clinical Professional Counselor (LCPC) or Licensed Clinical Social Worker (LCSW)
  2. Resume reflecting a minimum of 1 year of experience as a licensed independent practitioner providing assessment and treatment services to adolescents and young adults
  3. Current CPR certification
  4. Consent to standard background check and drug testing
  5. Completed new vendor packet (enclosed) 

The vendor shall obtain and maintain insurance(s) as follows: 

  1. Comprehensive General Liability with Kittrell Job Corps Center listed as additional insured. ($1,000,000 per occurrence).
  2. Automobile Liability Insurance Policies shall provide coverage of at least

$200,000 per person and $500,000 per occurrence for bodily injury and $20,000 for property damage. The liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.
