Are you a seasoned engineering professional with a knack for turning complex challenges into successful outcomes? The City of Edmonton is looking for a Senior Enforcement Engineer to join our Development Services team. This is a unique opportunity to apply your expertise to safeguard the City's interests and ensure the delivery of essential public infrastructure. 

As the Senior Enforcement Engineer you will play a critical role in completing the installation of public infrastructure in cases where developers default on their servicing agreements obligations.You will be responsible for overseeing defaulted infrastructure projects from the initial assessment and scope definition through to design, construction, and final turnover. You will work collaboratively with a variety of internal and external stakeholders to ensure that essential infrastructure is completed in a timely and compliant manner, meeting the high standards of the City of Edmonton.

What will you do?:

  • Assess servicing agreements where developers have not met their obligations to determine if enforcement action is required
  • Define the engineering scope of work for defaulted projects, considering available security and budget
  • Lead the technical review and acceptance of designs for infrastructure, ensuring they meet City of Edmonton and EPCOR standards
  • Provide professional engineering assessment for any proposed deviations from standard designs
  • Manage the procurement process for engaging contractors and engineering consultants
  • Oversee construction activities, including directing contractors, conducting inspections, and ensuring adherence to timelines and quality standards
  • Identify and resolve technical issues that arise during the construction phase
  • Review and authorize progress payments to contractors based on verified work completion
  • Issue and certify Certificates of Completion (CCCs) and Final Acceptance Certificates (FACs) for completed infrastructure
  • Oversee the handover of completed assets to the appropriate City department or EPCOR
  • Lead and mentor a team of technical staff, fostering a competent and efficient workforce
