
Description
The Transportation Planning and Design section is looking for a talented team-oriented Engineering Program Manager to lead and manage the planning and design of diverse transportation infrastructure projects. In this challenging position, day-to-day work includes managing the concept planning and preliminary design of transportation infrastructure projects including arterial roads, streetscapes, intersection improvements, interchanges, major river crossings and bridges, mass transit, transit facilities, active transportation and ancillary infrastructure such as retaining walls and stairs, as well as transportation renewals all in support of Edmonton's City Plan.
You will supervise a small team of Engineering Project Managers/Project Coordinators and will be working closely with other project management and engineering professionals in day-to-day activities, and leading the management of the planning and design of transportation infrastructure projects assigned to you and your direct reports.
What will you do?:
Program Management:
- Plan, budget, administer and assign the projects in a way that maximizes the skills and internal resources available to support a series of projects
- Support the development of unit processes, and track performance measures to ensure successful delivery of projects
- Ensure projects adhere to City of Edmonton Project Management methodology, policies, processes and core requirements
- Provide support in the pursuit of appropriate funding sources and approvals
- Manage, track and report project and program progress to ensure that projects are on budget, on schedule and within the defined scope and quality
- Provide support to Business Partners in the development of strategies and business cases
- Coordinate with business partners, stakeholders and the project team to ensure project requirements are incorporated allowing for successful project delivery
- Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of projects/programs, including those within IIS (Integrated Infrastructure Services) Department and with citizens, Council, other departments, business and industry partners
- Oversee and/or prepare Council reporting, with an ability to provide the appropriate level of information
- Monitor and manage risk associated with the program
- Support Engineering Project Managers and Project Coordinators in resolution of issues and continued advancement of transportation program goals and objectives, including appropriate escalation when required
- Apply systems thinking to manage multiple ongoing and concurrent projects, leveraging existing resources and ensuring successful delivery of project outcomes
Leadership:
- Lead, establish and model the desired culture that supports the IIS Vision and Mission as well as the Corporate Leadership Principles
- Establish, demonstrate and hold others accountable to the values of the Department, Branch and Section
- Foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
- Foster an environment of openness, inclusivity, continuous dialog and feedback from staff
- Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement, including EITs working towards a Professional Engineering designation and project managers or project coordinators working to develop their technical expertise
- Ensure project managers are empowered and have the competencies, tools, and equipment required for them to perform their roles
- Monitor staff engagement and implement actions as necessary
- Develop and implement staff performance development and management plans
- Manage performance issues, including having challenging conversations, disciplinary actions and processes
Project Management:
- Act as and model the behaviours of an exemplary project manager in leading project management related activities
- Manage the planning and design of transportation infrastructure projects including operational/strategic initiatives, resource and financial management
- Lead multi-disciplinary teams consisting of consultants, contractors, business partners, internal subject matter experts and stakeholders
- Review and manage the preparation of feasibility studies, concept designs, preliminary and detailed design, design reports and drawings
- Manage, monitor and report project milestones status through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
- Engage with the public and key internal and external stakeholders
- Develop and steward relationships with the public and stakeholders that support the success of projects
- Develop and implement robust public and stakeholder engagement plans and activities, working in collaboration with Communications & Engagement
Engineering - Provide engineering leadership to guide project and program success
- Work with the Design team to provide expert technical input on guidelines/standards development and implementation in cooperation with industry
- Apply systems engineering approaches to ensure integration between multiple specialist disciplines on complex infrastructure projects
- Steward the review and approval of planning and design work performed by engineering consultants in accordance with the City's Professional Practice Management Plan
Organizational Alignment:
- Ensure the alignment of processes, competencies, leadership and culture to the strategy of the Section and Unit
- Translate strategy into operational processes, approaches, and competencies
- Contribute to a departmental registry on project lessons learned and risk management and thus demonstrating and accounting for impact to the organization and business partners
