Description

The City of Edmonton is looking for a collaborative and forward-thinking professional to join our City Operations Department Strategy team. As a Department Performance Specialist, you will play a critical role in shaping how our department tracks, evaluates, and continuously improves its services. Reporting to the Manager of Business Planning and Performance (BPP), the Department Performance Specialist will deliver performance management expertise to ensure the City Operations department continuously improves and matures performance measurement planning, monitoring and reporting.

Working closely with partners in the department, as well as the corporate Budget and Business Planning Branch, you will lead Enterprise Performance Management (EPM) across City Operations, and support strategic, corporate and service planning. By providing strategic advice, technical expertise, and performance analysis, you ensure that the branches in City Operations track, evaluate, and improve their service delivery to meet strategic objectives. Additionally, you will help align departmental priorities with the Corporate Strategic Planning Framework and Council priorities.

What will you do?

  • Provide advice, support and technical expertise on performance management for projects, initiatives and service delivery for the City Operations department and its branches (Edmonton Transit Service, Fleet and Facility Services, Parks and Roads Services, and Waste Services)
  • Conduct performance planning, tracking, reporting and improvement to support ongoing performance management, and prepare recommendations for department and branch leaders to address the changing needs of the department and corporation
  • Contribute to corporate, department and branch business strategies, plans, budgets, methodologies and tools, in alignment with the City's Strategic Planning Framework
  • Contribute to the design, implementation and continuous improvement of unit level processes and practices related to strategy, business planning, performance management, risk management, policy and change management
Qualifications

  • Completion of a University degree in Arts, Humanities, Social Sciences, Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline
  • A minimum of five (5) years of progressively responsible experience in a combination of:
    • Corporate performance measures, target setting, and benchmarking
    • Transforming performance data into meaningful insights
    • Strategic and operational business and budget planning
    • Business case development
    • Developing presentations for senior leadership

Assets:

  • A graduate degree in a related field
  • Direct experience with policy analysis, coordination, and development
  • Direct experience with risk identification, analysis, and planning
  • Leadership and project management experience within a public sector or large and complex environment would be beneficial

Skills required for success:

  • Knowledge and experience developing, managing and/or working with enterprise performance systems aligned to strategy, plans, budget, risk and policy
  • Knowledge and experience supporting the implementation of corporate priorities, strategies and initiatives and corporate reporting processes and protocols
  • Advanced knowledge of primary and secondary research methodologies, including but not limited to project design and implementation, effective data gathering, analysis and synthesis, jurisdictional scanning and benchmarking
  • Superior verbal and written communication skills to express complex ideas persuasively, and facilitate strategic and planning conversations
  • Ability to persuade, negotiate, and build consensus with people at varying levels
  • Experience presenting information and recommendations to different audiences to support decision making
  • Ability to lead and manage projects effectively, working independently and as part of a team

Work Environment:

  • Primarily an office-based environment
  • May require occasional travel to various City of Edmonton locations
  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Salary Range: $51.611 - $65.218 (Hourly); $90,925.680 - $114,897.810 (Annually)
