SUMMARY
Directs financial activities of an organization by performing the following duties personally or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Establishes or recommends to more senior management major corporate economic strategies, objectives and policies for the company.
- Responsible for the development, maintenance, and documentation of the accounting System of Internal Controls
- Plans, coordinates executes and effectively communicates an efficient and accurate accounting and financial reporting system which provides data, as directed by the company, for purposes of internal and external financial reporting as required by any regulatory body with oversight jurisdiction, the Cache Creek Casino Resort Board of Directors, the Yocha Dehe Tribal Council and the executive staff and mangers of Cache Creek Casino Resort.
- Responsible for all regulatory compliance related to the accounting System of Internal Controls as required by other agencies and governing bodies.
- Creates and maintains a periodic and quality internal reporting process to be used by company management for purposes of analyzing results of operations and making business and operating decisions about the direction of the company.
- Brings plans for operating efficiency to the attention of management and assists in the implementation of developed and approved processes.
- Responsible for overseeing the development of each year's annual company fiscal year budget and capital plan.
- Responsible for hiring, developing and maintaining a qualified and competent staff that has the capabilities of executing the required actions necessary for complying with all financial reporting and strict adherence to Cache Creek Casino Resort's accounting System of Internal Controls.
- Continuous education required to maintain knowledge and understanding of all IRS rules, policies and regulations as they pertain to an environment of strict regulatory compliance at Cache Creek Casino Resort.
- Provides leadership and financial expertise in the areas of: general accounting, casino accounting, cage, credit and count room, purchasing, warehouse and inventory control, human resources, casino planning and analysis, IT, and compliance.
- Participates and/or oversees in the design and selection of Cache Creek Casino Resort's general liability insurance policy, health insurance policy and worker's compensation policy.
- Oversees and directs Cache Creek Casino Resort's depreciation rates that apply to applicable company assets.
- Participates, directs and manages all aspects of any tax code revisions applicable to Cache Creek Casino Resort.
- Decides and coordinates any external auditing of Cache Creek Casino Resort's financial statement, compliance to the MICS and compliance to Title 31.
- Establishes relations with banks and other financial institutions.
- Must have extensive accounting experience in the gaming industry.
- Must have the ability to read, analyze, and interpret business periodicals, technical procedures and governmental regulations.
- Must have the highest integrity and ability to always maintain the confidentiality of all sensitive information related to Cache Creek Casino Resort and the Yocha Dehe Wintun Nation.
- Strong interpersonal skills are necessary to deal with a variety of situations
SUPERVISORY RESPONSIBILITIES
Manages at least eight subordinate managers who supervise a total of 200 employees in Payroll, Accounting, Revenue Audit, Hard and Soft Count, Purchasing, Warehouse and Inventory Control.
Is responsible for the overall direction, coordination, and evaluation of this unit.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring and training employees, planning, assigning, and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Five years of related casino experience with a preference shown for a Master's degree (M. A.) in Finance or Accounting or equivalent degree in a related field.
AGE REQUIREMENT
Must be at least 21 years of age.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
Must have the ability to read, analyze, and interpret various metrics, financial reports and legal documents.
Be able to interpret an extensive variety of technical instructions in mathematical or diagram form.
Be able to solve practical problems and deal with a variety of situations.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak effectively before groups or employees of Cache Creek Casino Resort.
COMMUNICATION AND REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
Be able to respond to common inquiries or complaints from guests, regulatory agencies and community and Yocha Dehe Tribal members.
Be able to present information and respond to questions from groups of managers, employees and guests.
Must have the ability to make effective and persuasive speeches and presentations on controversial or complex topics to internal and external audiences.
CERTIFICATES, LICENSES, REGISTRATIONS
Must qualify for a gaming license and meet any credentialing requirements of the California Gaming Commission.
