Position Summary
Reporting to the Dean of Arts & Humanities, the Interim Associate Dean for Basic and Transitional Studies and the English Language Institute provides collaborative, equity-driven leadership for programs that serve adult learners, English language learners, and students preparing for college-level coursework. This includes oversight of instruction, staffing, and operations across adult basic education, high school completion, English as a second language, and international intensive English programs.
The Associate Dean works closely with faculty, staff, community, and campus partners to strengthen accessible, high-impact learning pathways. They also represent these programs across the college and in statewide efforts that promote student achievement, workforce readiness, and lifelong learning. In this role, the Associate Dean advances Bellevue College¿s mission by fostering innovation, reducing barriers, and ensuring programs are responsive to the needs of our diverse student community.
This is an interim position and expected to end on 12/31/2025.
Pay, Benefits & Work SchedulePosition Salary Range: $104,197/year - $151,086/year
The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $115,919/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the DepartmentBasic and Transitional Studies (BaTS) and the English Language Institute (ELI) are essential programs at Bellevue College that support students on their path to college and career success. These programs serve precollege learners¿including immigrants, refugees, international students, and U.S. residents¿by building foundational skills in English, math, and academic readiness.
BaTS includes Adult Basic Education (ABE), English Language Acquisition (ELA), and Integrated Basic Education and Skills Training (I-BEST). Each offers specialized coursework designed to meet the needs of a diverse student population. Students in BaTS pursue a range of educational goals, such as completing English as a Second Language coursework, earning a High School+ diploma, progressing to English 101, or entering a college certificate program in fields like business, accounting, and healthcare.
The English Language Institute provides intensive English instruction for international students preparing to enter U.S. colleges and universities. Through its University Preparation and International Business Professions tracks, ELI helps students develop the academic English skills necessary to thrive in higher education and beyond.
Essential FunctionsAcademic & Faculty Oversight
- Supervise and evaluate full-time and part-time faculty and staff in BaTS and ELI.
- Support faculty in delivering inclusive, student-centered instruction aligned with college readiness, workforce, and transfer pathways.
- Oversee curriculum planning, assessment, and continuous improvement.
- Lead and support program transitions into college-level coursework and credentials.
- Coordinate instructional schedules, onboarding, and professional development.
- Ensure adherence to collective bargaining agreements and college policies related to tenure, promotion, and evaluation.
- Facilitate implementation of compliance-related instructional initiatives (e.g., Title II, I-BEST, WABERS+).
- Ensure federal, state, and local reporting requirements are met with accuracy and timeliness.
Resource & Budget Management
- Develop, monitor, and manage budgets for BaTS and ELI under the dean¿s oversight in accordance with strategic goals and state/federal guidelines.
- Oversee staffing plans, course scheduling processes, and instructional workload systems.
- Coordinate use of facilities, technology, and instructional resources.
- Advocate for resources and staffing based on data-informed program and student needs.
- Support grant development and resource alignment with institutional priorities.
- Participate in enrollment management efforts to support sustainable growth.
Strategic Leadership & Vision Implementation
- Support the Dean in advancing the strategic direction of BaTS and ELI in alignment with Bellevue College¿s mission and vision.
- Promote a student-centered, equity-driven culture of continuous improvement and innovation.
- Use data to guide decision-making and long-range planning.
- Represent BaTS and ELI in campus-wide initiatives, planning committees, and cross-functional collaborations.
- Engage with state and national partners to remain responsive to changing workforce and educational landscapes.
- Serve as a collaborative institutional leader who contributes to Bellevue College¿s transformation efforts, aligning day-to-day operations with long-term strategic vision and cultural priorities.
Holistic Student Success & Institutional Transformation
- Develop and implement strategies to support equitable student success, progression, and retention.
- Collaborate with advising, enrollment, financial aid, and student support teams to reduce barriers.
- Promote culturally responsive, trauma-informed, and accessible learning environments.
- Mediate and resolve student concerns with care, integrity, and a learning-centered approach.
- Support the implementation of initiatives that close equity gaps and enhance student belonging.
- Perform other duties as assigned, including institutional service, special projects, or acting on behalf of the Dean as needed.
- Master¿s degree from an accredited institution. Relevant professional experience may substitute for the degree on a year-for-year basis.
- Administrative or leadership experience in programs aligned with Washington¿s Basic Education for Adults (BEdA) system or similar adult education programs.
- Teaching experience in a community college or comparable open-access institution.
- Experience developing, managing, and reporting on grant-funded initiatives.
- Demonstrated experience with budget planning, resource allocation, and financial oversight.
- Proven ability to lead and support teams through effective communication, organization, and conflict resolution.
- Strong commitment to equity, diversity, and inclusion, with demonstrated ability to support individuals from a wide range of backgrounds, abilities, and lived experiences.
- Proficiency with Microsoft Office applications, especially Excel and Outlook.
- Doctoral degree, or a master¿s degree in a closely related field such as Adult Education, TESOL, Educational Leadership, or Curriculum and Instruction.
- Supervisory and/or program management experience with demonstrated success in team-building, change management, and collaborative decision-making.
- Teaching or administrative experience in adult basic education, high school completion, English language instruction, I-BEST, or intensive English programs.
- Familiarity with data and accountability systems such as WABERS+, TopsPro, or other state and federal reporting tools.
- Experience using ctcLink (PeopleSoft) or a comparable student information system.
