Position Summary  

The Recruitment Specialist will be responsible for delivering all facets of recruiting success throughout Bellevue College. Responsible for the full talent acquisition cycle and will work closely with the HR Business Partners (HRBP) advising best practices and providing them support in all their recruitment needs. The position plans, develops and implements creative and pro-active recruitment and staffing strategies with special emphasis on attracting well-qualified and diverse applicant pools, timeliness, and cost effectiveness. Additionally, the position will perform a variety of duties in support of Employment Services.  

Serve as a skilled, experienced, human resource consultant performing professional, human resource duties. Responsible for resolving complex or difficult human resource issues; prioritizing and managing issues within designated area of responsibility. Plans and carries out work independently and with minimum supervision, utilizing knowledge of laws, policies and regulations. Maintain and ensure a confidential environment at all times.

The Recruitment Specialist will report to Talent Acquisition Manager (TAM).

Pay, Benefits & Work Schedule  

Position Salary Range: $67,669/year - $94,737/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $74,436/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for the overtime provisions of the Fair Labor Standards Act; salaries below the WA State Salary Threshold is eligible for overtime pay.

About the Department  

The Office of Human Resources is a dynamic and dedicated office that integrates strategic human resources management, pay and position administration, and process improvement to build and support a fully engaged, diverse workforce environment to meet the goals and mission of Bellevue College.  Our staff strives to make Bellevue College the Employer of Choice by creating and fostering an environment which allows the College to attract, hire, and retain the best people.

Essential Functions  

Recruitment

  • Serve as point of contact and coordinator for recruitment processes for faculty and staff. 
  • Manage recruitment processes. Work with departments to prepare and/or revise job postings; review and/or edit position management, verify approvals, post positions, conduct pre-screening if needed, certify and close recruitments upon completion of selection process. Refer to Talent Acquisition Manager for guidance on complex and non-routine recruitment standards. 
  • Collaborate with DEI Office regarding hiring process.
  • Review of job descriptions including duties, qualifications, and skills to create appropriate recruitment strategies to ensure a diverse applicant pool. Answer inquiries from management, employees and applicants on recruitment processes and procedures. Assist in the collection, verification, analysis and reporting of human resource information. Post and review written job advertising in various media.
  • Identify and contact qualified candidates for specified job openings if needed.
  • Monitor and ensure compliance with the College, State and Federal regulations in all recruitment functions. Utilize EEO/AA regulations in recruitment processes.
  • Develop and maintain effective working relationships with managers and supervisors. Provide training to managers and supervisors on hiring processes, procedures and legal requirements. 
  • Designated application tracking system (ATS) expert and maintenance of ATS system. Identify areas of opportunity to improve existing ATS system processes, functionality and work flow, and maximize technological capabilities to reduce manual processes and to improve data management and efficiency. Maintain and develop custom reports to meet the requirements of HR management and staff. Ensure accuracy and completeness of data and various support tools. Train and provide troubleshooting tips to other HR members on features and functionality of ATS systems and applications as needed. 
  • Perform pre-employment check for full-time positions. Train, assign and provide expertise in preparing and submitting pre-employment check information, department and applicant communications and interpreting pre-employment check results. Ensure College compliance with appropriate rules and regulations including: BC policies and procedures, RCW 43.43.830-836 and the Fair Credit Reporting Act (FCRA). 
  • Prepare and analyze reports if needed.

Recruitment Outreach

  • Develop and implement ways of attracting a diverse pool of applicants.
  • Participate in career fairs, and recruitment events.
  • Develop collaborative partnerships with public agencies and private organizations.
  • Develop and maintain marketing materials for outreach.

Employment Services Duties

  • Assist the HRVP and AHRBP/HRBP in some or all of the following employment services duties: recruitment, classification, compensation, employee/labor relations, performance management, interpretation and application of laws, rules, policies, training, or other functions relating to human resources management.

Special Projects

  • Organize and support special programs and projects as assigned. Monitor programs/projects as they relate to departmental goals. Collaborate on various problem solving; research issues and special problems, and recommend solutions. 
  • Research information, compile statistics, gather, and compute and analyze various data; prepare special reports, summary or reply to inquiries. Research and help implement best practices. Research and prepare background information for presentations, articles and publications; obtain and provide specific information, research various issues, special problems, recommend solutions, coordinate and assist with policy matters.

Onboarding

  • Interface and partner with HR staff for effective onboarding process for new employees. Prepare and deliver Offer Letters and Employment Contract for new hires.
  • Effectively communicate On-boarding procedures, detail and status to candidates, and hiring managers. Send Welcome Packets/Collect New Hire Documentation. Build rapport and maintain consistent communication with candidates and clients to develop positive working relationships. 
  • Assist with ad hoc projects when it comes to the development and change management involved in the creation of a strategic on-boarding program. Perform other various responsibilities that relate to On-boarding as assigned.

Other

  • Develop and provide formal training in areas of expertise. Maintain knowledge on current developments and practices in human resources. Provide backup to HR staff as needed. Perform other duties as assigned.
Minimum Qualifications  
  • Associate's degree. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
  • Minimum two (2) years of professional-level human resource experience, specializing in recruitment.
  • Experience working with applicant tracking systems and/or HRIS systems.
  • Demonstrated effective interpersonal, written and oral communication skills.
  • Demonstrated experience interpreting and applying laws, rules, policies and procedures.
  • Demonstrated ability to interact with large groups and individuals at all work levels.
  • Demonstrated proficiency in the use of computers and software applications.
  • Demonstrated success in fostering internal and external community relationships. 
  • Demonstrated commitment to pluralism with the ability to advocate for it on campus and work as a team member on a campus committed to inclusion.
  • Demonstrated effective customer service skills.
  • Demonstrated ability to work effectively in a diverse workplace and educational environment.
  • Demonstrated ability and commitment to maintaining a high level of confidentiality.
  • Flexibility of schedule and willingness to work select evenings and/or weekends.
Preferred Qualifications  
  • Experience in any of the following areas: recruitment, classification, compensation, corrective and disciplinary action.
  • Experience in training and development, interpretation and application of laws, rules, polices; and procedures, appeals, grievances or unemployment hearings, performance management, program or policy development, performance reviews, career counseling, organizational analysis or development, employee recognition or other functions relating to human resource management.
  • Demonstrated ability to successfully prepare and present policy interpretations and investigation findings and conclusions.
  • Interpreting or applying labor laws, collective bargaining agreements and contracts.
  • Professional certification from a recognized human resource/personnel association.
  • Human Resource experience in a higher education setting.
  • Experience with marketing strategies.
  • Experience in professional outreach activities with diverse constituencies in the broader community.
