Position Summary  

The Basic and Transitional Studies Navigator (Program Specialist 2) assists High School Plus, Adult Basic Education, and English as a Second Language students from initial point of contact (High School Plus students) through departure from the program (transitioning to other programs). They provide general support for all students by assisting with intake, removing barriers, providing resources, and providing general academic support. The Program Specialist 2 will support the program through marketing and outreach within Bellevue College and in the community through marketing materials, relationship building, and collaboration.    
 
This highly collaborative position will work closely with the Program Chairs, faculty, Program Manager, and Associate Dean. Additionally, the Program Specialist 2 will participate in Student Services meetings and trainings as assigned to ensure alignment with the goals of the Student Affairs division. This position will also work closely with campus departments such as Institutional Advancement, Career Connections, and Workforce Education.  

Pay, Benefits & Work Schedule  

Position Salary Range: $44,568/year - $59,508/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department  

Arts & Humanities, the largest division at Bellevue College, welcomes students with various educational goals. Most are enrolled in academic transfer courses such as Art, Communication Studies, English, Music, Philosophy, Theatre Arts, and World Languages. Other programs focus on international students (English Language Institute) or adults taking pre-college courses to learn English, earn their GED, complete High School credentials, or transition to college-level courses (Basic and Transitional Studies). The division also includes a Professional Technical program (Interior Design), which serves students seeking an Associate's degree or a Bachelor of Applied Arts. Each program in Arts & Humanities seeks to empower students by cultivating inclusive learning environments that engage diverse traditions; stimulating intellectual and imaginative curiosity; and developing the habits of mind necessary for critical and creative thinking. 

Basic and Transitional Studies at Bellevue College comprises three programs, English-as-a- Second Language (ESL), Adult Basic Education (ABE), and Integrated Basic Education and Skills Training (I-BEST). The ESL Program serves a student population of over 75% students of color. 

Essential Functions  

Advising

  • Meet with students from all Basic and Transitional programs via one-on-one, small group sessions, and in class events; providing students with information about all programs in Basic and Transitional Studies. 
  • Support students with general advising, transcript review, course and education planning, and other assistance that enables their success and progression toward program completion, including career advising and use of the Center for Career Connections.  
  • Collaborate with faculty to identify students' goals and connect students with Program Specialist. 
  • Provide information and assist students with registration, textbooks, payments, and other student services.  
  • Collaborate with WorkForce Education Program Managers regarding available services and funding for eligible students. 
  • Maintain confidential student records and adhere to Family Educational Rights and Privacy Act (FERPA) guidelines. 
  • Proactively monitor and track student progress utilizing student managements and office softwares.
  • Assess student needs and apply student success and advising techniques to serve students from diverse backgrounds. 
  • Refer students to college services that best meet their needs, including advisors, instructors, and other college services. 
  • Attend Student Services meetings as assigned to ensure services align with the overall student services vision. 
  • Interpret English and Math placement results, advising students on the proper course selection/sequence.
  • Enter WABERS completion information for High School Plus students. 
  • Act as backup for front desk inquiries.

Intake Assistance

  • Provide and assist students with the completion of intake paperwork including the WABERS form, tuition waivers, and other related intake paperwork. 
  • Provide resources related to financial support, payment, residency, or visa requirements. 
  • Collect and review high school transcripts.

Marketing & Outreach

  • Create correspondence and develop marketing and other materials, such as brochures, orientation packets, frequently asked questions, and portal or website information about the programs; communicate with the public, outside agencies, and other administrative liaisons as needed.  
  • Collaborate with Program Chairs, Associate Dean, and the Program Manager to ensure accurate information regarding the program is provided to students.  
  • Maintain relationships with Bellevue College offices and community entities that serve our student populations. 
  • Perform other duties as assigned.
Minimum Qualifications  
  • Bachelor's degree from an accredited institution or equivalent work experience on a year for year basis
  • A minimum of two (2) years of experience in adult education, secondary or higher education, social or human services, or non-profit organization 
  • A minimum of one (1) year or more years of experience with educational or career advising; a strong understanding of advising strategies and theory
  • Demonstrated effective writing and oral communication with the ability to relate well to diverse, multicultural students, faculty, staff and the general public in a friendly, courteous and professional manner
  • Demonstrated effective organizational, data analysis and problem-solving skills
  • Demonstrated experience and intermediate skills with Word, Excel, Outlook, and PowerPoint 
  • Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment
  • Demonstrated ability and willingness to work an alternate schedule, as needed
Preferred Qualifications  
  • A minimum of one (1) year of experience working in People Soft (ctcLink) or similar software
  • A minimum of one (1) year of experience working with High School Completion programs
  • Experience with adult learners
