The Finance Manager for Government Compliance and Functional Cost Management is an integral part of functional cost budgeting, rate analysis and government compliance for BAE Systems Electronic Systems (ES). This position's primary focus is on the segments of ES which reside on our common Enterprise Resource Planning (ERP) system.

The successful candidate will be responsible for the full spectrum of fiduciary responsibilities and is a full business partner to a number of ES functions and will interface with members of the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) organizations. The position provides support to functional teams in areas of compliance, labor, expense and overhead rate budgeting, forecasting and reporting, and cognizant internal controls.

Specific Responsibilities of the position will include:

  • Interact on a regular basis with senior internal company and functional leadership and with senior members of the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) organizations
  • Support the preparation of the annual Forward Pricing Direct Labor and Overhead Rate Proposals and Incurred Cost proposals for submission to DCMA and DCAA. Manage the subsequent proposal audit support and negotiation activities
  • Provide guidance to internal Business Areas and Functions in order to achieve compliance with Government regulations and internal company policies and to maintain approval of Business Systems. Work closely with both internal and external groups to resolve any areas of noncompliance
  • Support Functional Cost Management of all segments in the ES Sector


Typical Education & Experience
Typically a Bachelor's Degree and 8 years work experience or equivalent experience

Required Skills and Education
  • Strong working knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR)
  • Strong communication skills, both written and verbal
  • Ability to lead and motivate a team of Finance professionals and to foster a culture of continuous improvement
  • Ability to develop strong working relationships with multiple internal and external customers
  • Minimum requirement of Bachelors Degree, Masters Degree preferred
  • Proficiency in Microsoft Office tools including advanced Excel functions
  • Knowledge of systems and tools used to support the financials (Oracle and Hyperion)
