To provide procurement, subcontract, or indirect contract contractual administrative and oversight functions, participate on supplier strategic sourcing and Category Management teams - in accordance with company policies and procedures, legal requirements, government regulations, and customer contractual requirements.

The Operations Strategic Capabilities Unit plays a fundamental role in enabling efficient business and program execution – from strategic capital investments, industrial operations and an efficient supply chain, to state-of-the-art manufacturing and test operations and top-notch facilities management.

What You'll Do:

  • Assist in supplier sourcing, supplier proposal evaluations; employ value analysis techniques to analyze price, technical capability and financial viability, help investigate supplier's ability to perform within the proposed cost, technical, and schedule parameters.
  • Responsible for assisting with category supplier tactical and strategic relationships and assist with category specific minor procurements.
  • Represent ISC at various levels on cross functional teams to drive business success; cultivate and maintain strong working relationships with suppliers, customers, and internal stakeholders.
  • Perform all procurement, subcontract or indirect supplier contract contractual administrative and management functions including modifications, manage funding, cash flow and monitor variances; evaluate accuracy, and authorize payment of invoices.
  • Responsible for all aspects of category procurement, subcontract, or indirect supplier contract execution from solicitation, proposal through product delivery.
  • Company authorized signature authority for procurements, subcontracts, or indirect supplier contracts, and contractual point of contact with category suppliers.
  • Assist in the identification of strategies and opportunities to reduce cost, improve efficiency; contribute to program risk and opportunity management.
  • Responsible for the management of supplier performance throughout the contractual lifecycle; resolve supplier performance issues and any internal issues that affect supplier performance.
  • Perform other duties as necessary and agreed to by the Category Area Manager.
  • Assist with, and may lead supplier sourcing, solicit, and lead supplier proposal evaluations; investigate supplier's ability to perform within the proposed cost, technical, and schedule parameters.
  • Solicit Engineering Change Proposals
  • Manage supplier risk through strategic and targeted negotiations.
  • Responsible for assigned category supplier tactical and strategic relationships.
  • Execute and manage category specific minor, technically complex procurements.
  • Review customer contract modifications to include relevant changes in contractual modifications (if required); administer fee plan and lead fee determination board, manage Subcontractor Data Requirement List (SDRL) communications and deliverables, including participation in program Change Control Boards (CCB), as applicable.
  • Responsible for all aspects of category procurement, subcontract, or indirect supplier contract execution from proposal through product delivery. Company authorized signature authority for procurements, subcontracts, or indirect supplier contracts, and contractual point of contact with category suppliers.
  • May participate on a Category Management team in the development of category supplier strategies, risk assessments, performance tracking, and to drive supplier performance to procurement or subcontract requirements.
  • Execute and manage category specific minor, technically complex procurements.
  • Responsible for assisting with category supplier tactical and strategic relationships and assist with category specific minor procurements.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Working Conditions:
  • Work is performed in an office environment, laboratory, cleanroom, or production floor.


Required Education, Experience, & Skills
  • BS/BA plus 4 or more years related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Ability to effectively relate with others and cooperate as a team member.
  • Ability to build effective relationships at all levels of the organization, using excellent interpersonal organizational and communication skills.

A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.

Pay Information
Full-Time Salary Range: $85500 - $116000

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
