The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Program Administrator 3. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

The position provides oversight of the clinical aspects of the Behavioral Supported Group Home Services (BSGH) by conducting on-site visits, facilitating oversight meetings, providing input on behavior plans, recommending behavioral health services, and working with the vendor to improve any areas of deficiency with service specifications. This position provides clinical support to the State Operated Residential Services. The incumbent is this position is responsible for overseeing the Program Review Committee (PRC) by providing the leadership to the Behavioral Analysts, researching, and providing answers to challenging questions that arise, providing instruction during PRC huddles, developing, reviewing and updating polices and Standard Work related to PRC. The incumbent identifying areas within PRC for process improvement and uses the Plan, Do, Study, Act model to implement process improvement.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential duties and responsibilities include but are not limited to:
• Oversee the clinical aspects of the Enhanced Behavioral Group Home Service by conducting on-site visits, facilitating oversight meetings, providing input on behavior plans, recommending behavioral health services and working with the vendor to improve any areas of deficiency with service specifications.
• Oversee the PRC by providing leadership to the Behavior Analysts who supervise PRC. Reviews and updates polices and Standard Work related to PRC. Identifies areas within PRC for process improvement and use the Plan, Do, Study, Act model to implement process improvements.
• Completes AHCCCS deliverables; ensures timeliness are met; reviews & is very knowledgeable of AHCCCS contract w/Division related to areas of the expertise & authority.
• Serves as a subject matter on issues involving a behavior analysis and Article 9; Provides expertise of the related inquiries to the Executive Leadership, planning teams, committees, projects, and work groups.
• Oversees the contracted HP with regard to BH analysis benefit including review of deliverables, develops and reviews related policies, Participates in HP oversight meetings, and elevation of any areas of noncompliance to the Division's Compliance Unit.
• Provides leadership, mentoring, coaching and direct supervision of staff and team members. Completes Performance Appraisals, authorizes leave, and approves ETE Timecards for staff. Designs and aligns strategies with DDD business and assists direct reports in solving organizational, people, and change-related issues.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:
• Expertise, through education and experience, in behavior analysis theory and techniques. Knowledge of Arizona Administrative Code (AAC) Title 6, Chapter 6, Article 9.
• A working knowledge, through continuing education, of behavioral health evidence-based practices that may benefit members of the Division.
• Program Review Committee related policies and procedures.
• Leadership principles, managerial practices and supervisory techniques.
Skills In:
• Application of behavior analysis for youth and adults, including individuals with complex needs. Application of functional behavioral assessments.
• Development and review of effectiveness of behavior plans. Plan and implement process improvement projects. Management of programs.
• Supervision and mentoring of clinical staff.
Ability To:
• Understand and provide input regarding compliance with contracts.
• Successfully follow Plan, Do, Study, Act model of process improvement.
• Research answers to complex problems and provide recommendations to leadership.
• Facilitate meetings involving internal and external stakeholders.

Selective Preference(s):

The ideal candidate for this position will have:
Clinical services involving youth and adults with developmental disabilities, behavioral plan development and implementation, behavioral interventions, and knowledge of additional behavioral health evidence based practices.

Pre-Employment Requirements:

• Master's degree in applied Behavior Analysis or related field.
• Certification by the Behavior Analyst Certification Board (BACB).
• Current license by the Arizona Board of Psychologist Examiner.
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1968 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of the Child Protective Services Central Registry pursuant to A.R.S. 8-804.

• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
