Under the guidance of the Emergency Management Director, the Emergency Management Coordinator – Emergency Preparedness & Outreach will support the development, implementation, and maintenance of outreach and engagement strategies to ensure that the University of Texas at Dallas is a regional leader in community preparedness and resiliency.

The position requires significant contact and coordination with internal faculty, staff, and students as well as external partners at the local, county, state, and federal level.

Minimum Education and Experience

Bachelor's degree. Minimum three years of demonstrated recent professional level experience in current emergency management strategies and techniques, policy development and coordination with large organizations with multiple priorities; or any equivalent combination of education and experience. Knowledge and experience in of the National Incident Management System (NIMS) and the Incident Command System (ICS) techniques of emergency response and recovery, interactive functions, responsibilities, and goals of local, state, and federal government planning and implementing emergency services, including various mutual aid systems. Ability to communicate clearly and concisely, both orally and in writing. Ability to quickly analyze an evolving situation, and adopt a quick and effective course of action. Basic knowledge of computers. Incident Command System (ICS) certification. Must have, keep and maintains the appropriate valid TX Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.

Preferred Education and Experience

  • Master's degree in emergency management or related field.
  • Seven (7) years' experience in emergency management and outreach concepts and principles and demonstrated ability to apply this knowledge in a university campus setting.
  • Experience in implementing a Campus CERT and/or Workplace CERT program. Knowledge of local, state, and federal rules, guidelines, and standards for emergency management and/or business continuity.
  • Ability to multitask effectively and demonstrated responsiveness to constituents, subordinates, peers, and superiors.
  • Ability to demonstrate openness and responsiveness to new ideas, adapt to change and influence others in a positive manner.
  • Ability to communicate in the Spanish language.
Completion of specific courses: FEMA Professional Development Series, ICS 100, 200, and IS 700 and IS 800. ICS 300 and 400
Certifications: Certified Emergency Manager (CEM); Certified Business Continuity Professional (CBCP); Certified Texas Emergency Manager (TEM)

Essential Duties and Responsibilities

  • Plans, develops, and implements community-wide public information, custom educational programs, outreach and engagement efforts, and spearheads and manages community disaster preparedness and resiliency efforts for the University in alignment with National, State, and local requirements and standards.
  • Facilitates large multi-stakeholder meetings, workshops, task forces, and committees that support collaborative partnerships and solicits feedback, insights and recommendations that inform public outreach and engagement approaches.
  • Participates in making presentations to a variety of UTD community members, governmental bodies, businesses, community groups, schools and the general public; presents information on emergency procedures and techniques.
  • Assists the Director in overseeing business continuity activities for the university.
  • Provides subject matter expertise to University stakeholders regarding individual Unit development of business continuity plans. Participates in outreach and education efforts to increase community knowledge around analyzing processes, identifying critical functions, minimizing risk, and conducting business impact analysis.
  • Communicates project status through reports, presentations, and other appropriate means. Ensures all operational functions related to emergency preparedness and outreach are complete, accurate, and timely in their delivery.
  • Creates and maintains clear and accurate reports, records, and databases to include after-action reports following training exercises, other training records, business continuity plans, and committee meeting notes.
  • Assists the Director in implementing the Continuity of Operations Plan (COOP).
  • Assists the Director in the coordination and activation of a functional Emergency Operations Center (EOC). During EOC activations, provide management and leadership serving in various roles within the EOC's structure.
  • Assists with managing university-wide training and exercise programs.
  • Serves as Duty Officer, when scheduled, which may require 24/7 availability on a rotational basis.
  • Coordinates with and maintains collaborative interactions with local, county, state and federal partners.
  • Attends emergency management meetings with local, regional, state, and federal level agencies.
  • Collaborates with or assists team members with priority projects and is willing to take on other duties as assigned.

  • Must be able to respond to after-hours emergencies.
  • Must have State of Texas Driver's License and acceptable driving record, and be able to drive a state vehicle.
