Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $61,400 - $109,200. The budgeted salary range that the University reasonably expects to pay for this position is $64,100 - $80,100.


Job Closing Date

Initial applicant review will take place on or around June 17th and posting may close any time after that (upon selection).

This position is approved for a hybrid work modality. Currently this department is required to work In the Downtown Campus Center on Wednesdays. This arrangement may change with notice.

About the Job

Reporting to the Senior Strategic Sourcing Manager, this position is focused on medium to high-risk transactions for goods and services in all categories. This position will play a crucial role in supporting the university's mission by ensuring efficient and effective procurement processes that meet the needs of various departments and stakeholders while adhering to regulatory requirements and achieving cost savings. The incumbent must be able to ensure compliance with university policies, state regulations and ethical standards in all procurement activities. Proactively works with customers to identify business requirements and provides procurement and low-cost solutions that meet their business needs and that align with UC Merced procurement strategies and practices. Exercises judgment in processing transactions that require compliance documentation. Works both independently and in a team atmosphere. Other duties as assigned. 

Key Responsibilities: 

  1. RESPONSIBILITIES * Strong skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.). * Exercises judgment to acquire common goods and services within the framework of UC, State, and Federal Policies, demonstrating proficiency in resolving a wide range of issues through informed decision-making. * Plays a crucial role in supporting procurement activities by assisting in analysis, coordination, and execution. * Collaborating closely with the Category Managers which contribute to the development and implementation of purchasing standards and continuous improvement. * Operating with a high degree of autonomy within the team and under the guidance of the Strategic Sourcing Manager, leveraging supplier contracts and relationships. * Identifying sourcing needs and conducting market research to identify potential suppliers and vendors. * Achieve cost savings and favorable terms for the University through non-formal bidding. * Collaborating with internal stakeholders to understand their procurement needs and provide guidance on best practices. * Plays a crucial role in supporting procurement activities by assisting in analysis, coordination, and execution. * Strong working knowledge of the administration of a wide variety of contract types.
  2. COMPLIANCE * Accurately interprets and applies University policies and procedures and maintains a current detailed knowledge of all applicable laws, policies, procedures, and processes and implements them effectively in all work. * Documents interpretations of processes, policies, and procedures for edification of customers and suppliers. Effectively develops spreadsheets and other documentation to support analysis. * Effectively and regularly communicate with organizations and customers, reducing risk to the University by ensuring compliance with procurement policies and work in conjunction with end users to develop specifications for competitive procurement bid processes. * Works with University staff and assists the departments on compliance documentation. * Works closely with all Category Manager, including CBS2 specialist and associates and or other administrative staff. * Knowledge of organization's departments and operations required in order to meet their procurement needs. * Working knowledge of university accounting and purchasing policies, procedures, forms, and online systems in Oracle to advise faculty and staff on the proper application of these policies and procedures. * Knowledge of procurement practices and procedures, RFQ/RFP preparation. * Demonstrated knowledge of vendor sourcing, and negotiation techniques.
  3. RELATIONSHIP DEVELOPMENT * Collaborates with supply chain staff, divisions, and departments on projects. * Assists departments in the determination of product requirements. * Analyzes contracts and accurately performs cost analyses and reviews terms and conditions for appropriateness. Makes recommended changes where necessary. Ensures compliance with University guidelines.
  4. CONTINUOUS LEARNING * Strong level of proficiency in the use of standard spreadsheet and word processing software. * Actively seeks opportunities for and participates in professional development and training. * Effectively acquires and maintains a sound advanced technical understanding of commonly purchased products. * Develops and stays current on IT Procurement and Sourcing knowledge, including leading practices and trends.

Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training 
  • Three years of directly related, progressively responsible procurement experience, or a combination of education/training/experience. Required 
  • Analytical skills necessary to evaluate the quality and cost effectiveness of multiple and complex purchasing options. 
  • Ability to communicate effectively in writing and verbally.
  • Ability to read and interpret terms and conditions of contracts. 
  • Strong level of proficiency in the use of standard spreadsheet and word processing software. 
  • Knowledge of organization's departments and operations required in order to meet their procurement needs. 
  • Strong skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.). 
  • Professional certification preferred.
