The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. Position Summary
The Payroll Supervisor will work within the UCPath Center, reporting directly to the Payroll Manager. The Payroll Supervisor receives department assignments in the form of objectives with goals and the process by which to meet goals. The Payroll Supervisor is responsible for supervising and providing guidance to a team of Payroll Associates and Assistants according to established policies and management guidance. The Payroll Supervisor also oversees and maintains the implementation and operational workflow of administrative practices and procedures regarding payroll, such as reconciliation, payroll taxation, penalties and deposit requirements, evaluating salary information and compensation practices to ensure that these are accurate and comply with federal and state legislation. Also, the incumbent of this role serves as a subject matter expert on the various payroll transactional processes and related PeopleSoft functionality in accordance with UC policies and procedures.

Key Responsibilities

  • 70% PAYROLL FUNCTIONAL SUPERVISOR Provides direct supervision and guidance to professional payroll staff members in the development, implementation and maintenance of payroll operations. Provides direction to payroll staff according to established policies. Interacts with peer supervisors across the UCPath Center. Acts as an advisor to unit to meet schedules and resolve issues. Oversees the workflow of payroll administration to ensure optimal efficiency and maintains high standards of customer service. Administers new payroll processes, utilizing industry best practices in order to achieve consistency and standardization. Assists in the resolution of highly complex and escalated payroll issues and situations. Participates in discussions among location HR, UCOP, and UCPath Center regarding payroll issues and concerns. Participates in efforts on the roll-out of payroll operational practices and process improvements. Coordinates the creation of a variety of complex payroll related reports as mandated by county office, state, and federal regulations. Ensures continuous process improvement; maintains measurements of effectiveness on current processes against benchmark metrics. Recommends changes to department payroll policies and procedures to enhance effectiveness.
  • 20% TECHNICAL MANAGEMENT Provides expertise and support to ensure that salary records and payroll data remain current and accurate. Acts as a subject matter expert to all members of the Production unit on payroll matters. Researches, analyzes, evaluates, and recommends optimal solutions in the development of new modules/capability; works and leads others to provide recommendations regarding future system enhancements; plans, analyzes and tests software upgrades. Administers the ongoing operation of payroll on PeopleSoft.
  • 10% PEOPLE MANAGEMENT Provides input on performance, salary actions, hiring decisions and other human resources-related issues. Provides timely sharing of knowledge and updates to the team. Promotes team building.

Experience
Required Qualifications

  • Min 4 years payroll related experience and / or the equivalent combination of education and experience.

Preferred Qualifications

  • Min 2 years supervisory or management experience leading a team

Skills and Abilities
Required Qualifications

  • Demonstrates advanced knowledge of payroll practices in large and complex institutions; knowledge of various functional human resources areas and understanding of how operational work impacts other business areas.
  • Demonstrates ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within the unit.
  • Exercises judgment in developing and maintaining payroll process and timekeeping to ensure the generation of the organizations' payroll, including labor distribution records, vacation and sick leave accrual, overtime, and withholding status.
  • Knowledge of payroll practices and human resources concepts and regulations related to leaves of absences, retirement, compensation, labor relations, and other areas of HR.
  • Experience in project management, planning, execution, monitoring, and controlling. Demonstrates understanding of project management concepts, practices, and standards.
  • Knowledge of common HR/Payroll Management systems. Intermediate understanding of data dependencies and downstream impact of system, policy, benefits and labor changes.
  • Strong collaboration and teamwork skills. Demonstrated ability to lead in a collaborative environment, build consensus and promote the exchange of information among team members and across departments.
  • Ability to identify complex problems to develop and evaluate options and implement changes to current practices and processes. Demonstrated influencing, conflict management and negotiation skills. Demonstrates ability to handle difficult or volatile situations/individuals effectively.
  • Previous experience providing input regarding hiring, evaluating, and development of subordinates. Possesses excellent written and verbal communication skills to convey technical information in a clear and concise manner.
  • Strong analytical, problem solving, critical thinking and organizational skills to evaluate options and implement solutions. Ability to provide high quality work utilizing highly developed and effective communication (written and verbal), project management, time management, and collaboration skills.
  • Highly effective organizational, management and project management skills. Ability to accomplish assigned projects without compromising the integrity of the UCPath Center and/or University of California policies and procedures.
  • Ability to handle ambiguity in a fast-paced environment with multiple concurrent tasks and changing priorities. Ability to appropriately handle confidential matters and material. Ability to provide excellent service with integrity.
  • Highly self-motivated and directed. Strong computer skills, including intermediate skills with Microsoft Office Suite (particularly Word, Excel, and PowerPoint), and prior experience with databases.


Preferred Qualifications

  • Knowledge of UC payroll policies and procedures. Experience with shared service center practices and technologies. Experience and proficiency in the PeopleSoft HRMS platform.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

This position will work a hybrid schedule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California.
