Project Summary:

The Government of Egypt (GOE) envisions improved government efficiency and transparency through increased automation and e-services, human development and staff training for judges, senior court management and clerical staff, social inclusion, and the development of systems as laid out in its Vision 2030 Sustainable Development Strategy. To support that vision, MSI is implementing the USAID-funded Economic Courts Activity, a five-year program that works in eight Egyptian governorates: Cairo, Alexandria, Ismailia, Tanta, Mansoura, Beni Suef, Assiut and Qena.

Position Summary:

The Transparency Manager will oversee the effective and efficient implementation of the Economic Courts Activities (ECA) Objective 2 interventions. This position will work closely with the Chief of Party and ECA Project Management Team (PMT) to develop strategies, create objectives, and oversee the implementation of project activities related to improving transparency of economic court functions and decisions.

 

Responsibilities:

  • Participate in the Senior Management Team of the project, ensuring its interventions and the activities of other objectives increase the transparency and legitimacy of the Economic Courts, and contribute to increased public and investor confidence.
  • Develop strategies to ensure that court automation activities and interventions does not neglect the user experience (UX).
  • Help guide planning and implementation planning and implementation of Automation Activities in collaboration with Objective 1 team.
  • Develop and implement strategies to improve the transparency of court functions for greater awareness for the public and investors.
  • Assist the Economic Courts in implementing their Strategic Plans for increasing public awareness about the courts, their jurisdiction, and functions.
  • Assist the Economic Courts in identifying and, if required, developing curricula and training material for both continuing judicial education and staff capacity development on topics identified by the courts in their Strategic Plans.
  • Identify resource persons necessary to develop continuing judicial education materials, whether on the bench, in academia, or internationally.
  • Remain alert to changes in perception of investors and companies as to the reputation of the Economic Courts and contribute to period program reviews to adjust activities to improve transparency and attract foreign investment.
  • Perform any other work related to the objective as assigned by the Chief of Party.

 

Qualifications:

  • Bachelor's degree in a relevant field is required. Master's degree is preferred.
  • Minimum 10 years of experience in the Egyptian legal system as a lawyer or judge is required.
  • Experience in creating and administering training programs for judges is preferred.
  • Knowledge of Egyptian Economic Courts structure and activities is required.
  • Strong organizational, teamwork, reporting, writing, and communication skills.
  • Fluency in spoken and written Arabic and English is required.
