Your Role:
Tetra Tech is seeking a part-time Training, Exercise, and Planning Specialist to work in either our Newark, DE or Pittsburgh, PA office.
The selected candidate will be responsible for developing and delivering training and exercise programs under a federal contract. The position involves working closely with the client to provide strategic advice, revising training curriculum and support services, and provide day-to-day management support. Responsibilities include supervising a team of instructors, technical experts, and graphic designers in the development and delivery of classroom and online (eLearning) training. The position also requires the development or review of work plans, budgets, invoices, and other technical and managerial reports.
Training formats may include classroom training, exercises, field training, response/practice drills, and simulations. Work may be required beyond the normal work week, and evenings and weekends may be necessary to accommodate the schedules of volunteer fire departments and emergency response personnel. Training may require frequent travel, including occasional travel outside the primary regional area.
Training classes are developed in accordance with national guidelines and standards, including, but not limited to 29 CFR 1910.120 and National Fire Protection Association Standards 472 and 473.
Required Qualifications:
Candidates must have a minimum of 5 years of experience with planning and conducting drills, exercises, and training; and emergency management; and development of training courses. Qualified candidates must also have/be:
- HAZWOPER and hazmat experience is mandatory for consideration.
- Technical experience in addressing hazardous waste issues, with an emphasis on emergency response, removal and/or remedial action at waste sites, or technical field experience related to the training course which he/she teaches.
- Training experience that includes course design and development and classroom instruction; instructional design certification or experience is desirable.
- Management experience should include direct program or project management and personnel supervision.
- Understanding of the FEMA six-step planning process, emergency management exercise programs, and principles.
- Successful completion of Incident Command System (ICS) and National Incident Management System (NIMS) courses (such as through FEMA's Emergency Management Institute classroom and/or on-line training programs) and recognized training and/or education in emergency management, public health, continuity, and/or strategic planning.
- Understanding of basic project management concepts including client management and performing to the project scope and timeline under the guidance of the project manager.
- This position requires driving on a regular basis. Passing a motor vehicle record background check and maintaining a valid driver's license and good driving record is required.
Preferred Qualifications:
- Degree in Emergency Management.
- OSHA 40-hour HAZWOPER and FEMA ICS-100 and 200 certificates are a plus.
- Certifications related to emergency response are encouraged.
- Experience with e-learning and electronic course delivery.
- Knowledge or experience applying instructional design elements to training course development.
- Understanding of the FEMA six-step planning process, emergency management exercise programs, and principles.
- Familiarity with FEMA Homeland Security grant programs.

Physical Demands:
- The position requires the ability to conduct field work. Candidate must be able to carry field equipment (30 to 40 pounds) and don personal protective gear as needed. Candidate is expected to work in outdoor areas during all seasons and weather.
Work Environment:
- The position's primary work environment is a mix of office and field work.
- The position will require occasional travel up to 50% to client sites and other locations to conduct meetings, site visits, etc. These sites may be outside, exposing the candidate to weather conditions and varying terrain.
- Site visits or other meetings may involve long periods of time in a motor vehicle. Some occasional evening and/or weekend work and/or travel will be required.
