Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Evaluation, & Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, evaluation, and learning (MEL) activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza. The USAID/ West Bank/Gaza (WBG) Mission has engaged MSI to conduct a wide range of evaluation, third-party monitoring and other MEL-related technical assistance for USAID-funded activities in the West Bank and Gaza.

Position Summary:

The Third-Party Monitoring (TPM) Reporting Support Consultant will support the ongoing TPM reporting and the upcoming Data Quality Assessment (DQA) work on the MENA MELS WBG project. The TPM Reporting Support Consultant will work closely with the MENA MELS WBG team including but not limited to the Chief of Party, TPM Lead, Monitoring and Evaluation (M&E) Specialists in Amman, Ramallah, and Gaza. The Consultant will also work closely with the Headquarters Technical Managers. The Consultant will be supervised by the TPM Lead. The anticipated level of effort is 30 days from May 15, 2024 to September 22, 2024.

 

Responsibilities:

  • Work with the TPM Lead and M&E Specialists to support the ongoing TPM report writing.
  • Work with the TPM Lead and M&E Specialists to support the ongoing tool development process and TPM workplans.
  • Work with TPM Lead and M&E Specialists to support preparation for data collection and attend coordination meeting with Gaza based data collection partners.
  • Lead or support TPM-specific training for data collection partners in Gaza and Ramallah.
  • Use the monitoring raw and processed data to develop TPM reports using existing templates. Anticipate that writing an individual report will take two days on average.
  • Support the capacity building of field staff on developing TPM reports.
  • Reviewing and finalizing the TPM reports generated by the field staff.
  • Support DQA activities including leading DQA sessions, drafting individual DQA reports, conducting desk review, and supporting DQA training efforts.
  • Draft TPM instruments for new modalities, as and when requested. 
  • Support the capacity building of the data analysts and other staff involved in report writing processes.
  • Support other tasks, as and when requested by the senior leadership.

 

Qualifications:

  • Bachelor's degree in social sciences required. Master's degree preferred.
  • Minimum five years of experience supporting TPM projects including reporting and analysis required.
  • Minimum five years of experience working on humanitarian assistance related work, may include implementation or M&E experience preferred.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable preferred. 
  • Strong attention to detail, organizational, oral and written communication skills required.
  • Advanced language proficiency in English required. Fluency in Arabic is preferred.
