Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation of the health portfolio.

Position Summary:

The Senior Advisor will play a central role in advising on MEL topics and CLA. The Senior Advisor will provide technical leadership to MEL and CLA tasks, including supporting USAID IPs in developing appropriate MEL tools, providing guidance on the implementation of alternative MEL approaches such as complexity aware monitoring, and designing and overseeing evaluations. This position will report to the Deputy Chief of Party.

 

Responsibilities:

  • Lead the technical design, data analysis, and report writing aspects in relation to the monitoring of activities and processes under this contract.
  • Provide additional support based on USAID's needs on an on-call basis.
  • Manage special program initiatives and projects such as portfolio reviews, Country Development Cooperation Strategy (CDCS) and regional strategy development and stocktaking, private sector engagement, and research studies.
  • Advise the Chief of Party (COP) and Deputy Chief of Party (DCOP) on adherence to contract interventions and processes to fulfill required deliverables and tasks and to fill any temporary gaps in staffing.
  • Oversee the reviews of Performance Management Plans (PMPs).
  • Provide technical support for IPs on the development of their activity MEL plans, and support such technical work as reviewing reporting methods, carrying out training needs, designing reporting tools, and advising USAID/Iraq technical teams on their M&E work.
  • Oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract.
  • Manage, train, and mentor Field Monitors and the design of monitoring tools and methodology.
  • Ensure the short‐term technical experts and evaluation team members are of a high caliber and possess the required technical expertise.
  • Serve as the Evaluation Team Leader of select evaluations conducted under this contract, as needed.
  • Design, quality, develop, and complete of all assessments, analytical reports, and evaluations.
  • Contribute substantially to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.

 

Qualifications:

  • Bachelor's degree in in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement, or another relevant field required.
  • Minimum six years of experience in program assessment and evaluations of humanitarian programs required.
  • Experience with M&E in development and humanitarian programs is required.
  • Experience in designing and implementing performance and impact evaluations of development interventions including evaluation design, developing evaluation questions, etc. is required.
  • Experience in statistical analysis, experimental design, and/or data collection and analysis, and experience with Third-Party Monitoring is required.
  • Ability to travel preferred.
  • Full professional proficiency in spoken and written English required.
