Position Summary:
The M&E Systems Specialist will support the Team Lead and other team members in carrying out all necessary tasks to complete the HES II evaluation. They will work closely with the lead M&E Expert to review the project's monitoring and evaluation systems from a local and educational perspective. Key responsibilities include reviewing project reports, indicator data, and M&E plans, supporting local data collection activities, and conducting interviews with the HES II team. They will play a critical role in ensuring accurate data gathering, particularly for any data quality assessments, and will provide valuable insights into the educational sector. This is a short-term position expected to take place between January – May 2026.
Essential Job Functions:

• Identify and analyze research relevant to the evaluation research questions.
• Review project reports, indicator data, and M&E Plans to assess data accuracy, relevance, and reliability, M&E system strengths and weaknesses, and to develop recommendations for M&E system improvements.
• In consultation with the Lead M&E Expert, coordinate and conduct key informant interviews.
• Analyze data and contribute to report writing.
• Support the development and delivery of the evaluation presentation.
• Coordinate with the Team Lead, Lead M&E Expert, and other team members.
Required Qualifications:
• Bachelor's degree in data sciences, international development, social sciences, or other relevant field from an accredited institution required.
• Minimum 7 years of demonstrated experience working on monitoring, evaluation, and learning, including experience conducting data quality and M&E systems reviews required.
• Strong organizational, analytical, writing, and oral presentation skills required.
• Oral and written proficiency in English and Arabic required.
Preferred Qualifications:
• Prior experience conducting evaluations of USAID-funded activities, preferred.
• At least 10 years' experience in the MENA region, preferred.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.

• This is a short-term, temporary position.
• The position is 100% remote.
