Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including Egypt. Under MENA MELS, the MSI team will conduct a final performance evaluation of USAID/Egypt Local Scholarship Program (LSP) for Higher Education Initiative (HEI) Public Universities Scholarship (hereafter called LSP-Public). The purpose of this final evaluation is to assess the performance of the interventions under LSP Public for the two components: undergraduate scholarships and (with particular attention) the performance and sustainability of the Disability Service Centers (DSC) and students' satisfaction with quality of services. The evaluation will also inform USAID/Egypt's Persons with Disabilities (PwD) related program designs in the future.

Position Summary:

The Local Researcher will carry out all operational, administrative, and logistical support to the evaluation team as part of the data collection. The Researcher will work in close coordination with the MSI Headquarters team, the Evaluation Team Lead, and Subject Matter Experts. The Researcher will also be expected to participate in the team planning workshop, schedule interviews and group discussions with program participants, and take notes during data collection. The period of performance is on/about April – September 2024. The expected level of effort is approximately 22 days for each position.

 

Responsibilities:

  • Contact and schedule interviews with key stakeholders and program participants, including tracking interview lists.
  • Prepare daily itineraries for data collection teams including coordinating logistics for the team.
  • Conduct problem-solving of any logistical challenges that arise.
  • Take high-quality detailed notes during interviews and submit notes in English.
  • Perform related duties to support the evaluation team during data collection, as required and assigned.

 

Qualifications:

  • Bachelor's degree is required, preferably in international development, education, social sciences, or other related field from an accredited institution.
  • Minimum three years of field experience providing program support to international donor organizations in Egypt required.
  • Experience handling high volume of priorities, events, and projects required.
  • Experience working well as part of a team is required.
  • Experience working in such roles with USAID-funded activities is preferred.
  • Strong organizational, interpersonal, and communication skills required.
  • Proficiency in using Microsoft Office including Word, Excel, and Teams, or other video/voice calling software required.
  • Fluency in written and spoken English and Arabic is required.
