Project Summary:
Tetra Tech implements the Middle East & North Africa Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous research, assessments, evaluations and learning activities for the Department of State Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) and its operating units (OU) in 10 countries in the Middle East and North Africa, including Lebanon. Under MENA MELS, the Tetra Tech team will conduct monitoring and evaluation services supporting the implementation of the refugee scholarship support (RSS) component of the Lebanon Higher Education Scholarships Program (HES), Phase II.

Position Summary:
The Local Researcher will support the Team Lead and other team members in carrying out all necessary tasks to complete the HES-II evaluation. The Local Researcher will support the team in data collection planning and conducting data collection in-person. The Local Researcher will be expected to participate in the team planning workshop, schedule interviews and group discussions with program participants, conduct interviews, and take notes during data collection. The Local Researcher may also contribute to reviewing literature and drafting sections of the evaluation report. The period of performance is on/about January – May 2026.
Responsibilities:
• Participate in data collection training.
• Support fieldwork planning including ensuring that data collection instruments are translated and finalized.
• Prepare daily itineraries for data collection team including coordinating logistics for the team.
• Participate in data collection, including taking extensive notes during primary data collection and/or conducting key informant interviews and focus group discussions.
• Review data quality on ongoing basis and work with the Team Lead and SME to improve the data collection, coordinating closely with the evaluation team through regular check-ins.
• Perform related duties to support the evaluation team during data collection, as required and assigned.
Qualifications:
• Associate's degree in social sciences, international development, business, or related field is required. Bachelor's degree is preferred.
• Minimum of 5 years of demonstrated experience in data collection required.
• Demonstrated ability to work well as part of a team, with strong interpersonal and communication skills is required.
• Excellent organizational, time management, qualitative and analytical skills with ability to communicate technical information clearly and effectively with professionals required.
• Proficiency in using Microsoft Office including Word, Excel, and Teams or other video/voice calling software required.
• Ability to travel in various areas of Lebanon.
• Experience working with USAID and/or the Department of State is preferred.
• Oral and written proficiency in English and Arabic required.
