Project Summary:

The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Additional information on the MENA MELS Project is available here. Under MENA MELS, the MSI team will facilitate a final learning event for USAID/Morocco's Inclusive Civic Education (ICE) program. USAID designed ICE to promote citizen participation and engagement in civic life, particularly focusing on women, youth, and persons with disabilities (PWD). Additionally, ICE aimed to improve the ability of Moroccan political institutions to inclusively meet the needs of the Moroccan people. Now that the ICE program has ended, MSI and USAID will bring together the staff from the organizations who implemented ICE along with USAID staff to capture lessons and good practice and make sense of what ICE has achieved. The output from this exercise will be a learning report (in lieu of an external evaluation). This two-day event will take place on the 15/16 July in Tangier.

Position Summary:

The Learning and Facilitation Specialist will support the MSI Team Lead in carrying out all necessary tasks to complete the assignment. The Learning and Facilitation Specialist will be joined by several other members of MSI's Headquarters (HQ) team. The level of effort for this assignment is estimated around five days.

 

Responsibilities:

  • Complete orientation reading of ICE materials/background documents, as agreed with the Team Lead.
  • Participate in a series of preparatory discussions with staff from USAID and ICE implementing partners to refine the agenda for the event.
  • Participate in planning calls with MSI's HQ team.
  • Help facilitate plenary discussions and breakout discussions during the two-day event.
  • Take notes and help engage USAID/Morocco and ICE participants throughout the two-day event.
  • Debrief with the MSI Team Lead after the event. 
  • Share comments on the draft learning event report.

 

Qualifications:

  • Bachelor's degree in social sciences, international development, or related field is required.
  • Minimum eight years of experience in areas such governance, citizen participation, inclusive development is required, preferably in Morocco.
  • Experienced facilitating learning and evaluation workshops required.
  • Experience working with USAID is preferred.
  • Ability to work well as part of a team, with strong interpersonal and communication skills is required.
  • Strong organizational, time management, and facilitation skills with the ability to communicate technical information clearly and effectively with professionals required.
  • Oral and written proficiency in English and Arabic required. Proficiency in French preferred.
