Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Lead – Platform Development for Data Storage, Analysis and Reporting will be responsible for designing, developing, and maintaining a secure digital platform to manage data collected during TPM assignments. This role involves leading a technical team in ensuring the platform supports efficient data storage, processing, analysis, visualization, and controlled access. The Lead will ensure compliance with World Bank data privacy and security requirements and support seamless reporting workflows across multi-region projects.
Responsibilities:
· Lead the design and deployment of a scalable, secure digital platform for TPM data management.
· Oversee platform architecture, including data storage, analysis modules, dashboards, and user access control.
· Ensure compliance with World Bank data security, privacy, and integrity standards.
· Manage platform development team including backend, frontend, and database engineers.
· Collaborate with monitoring, evaluation, and reporting teams to align platform functionality with user needs.
· Implement analytics tools and visual dashboards to support real-time data review and reporting.
· Establish protocols for data integration from digital collection tools and manual uploads.
· Provide training and user support to internal teams and client stakeholders.
· Ensure platform continuity, updates, documentation, and backup protocols are maintained.
Qualifications:
· Master's degree in computer science, information systems, data science, or a related field.
· Minimum of 10 years of experience leading platform development and IT solutions, preferably for M&E or development programs.
· Working experience with World Bank or United Nations partners strongly preferred.
· Proven track record designing secure data systems in compliance with donor standards (e.g., ISO 27001, SOC 2).
· Expertise in cloud infrastructure, API development, database architecture, and user management.
· Experience deploying dashboards and analytics tools for international development or TPM contexts.
· Familiarity with FCV operating environments and challenges related to data access and bandwidth.
· Strong leadership, project management, and team coordination skills.
· Excellent communication skills and ability to work with non-technical stakeholders.
· Fluency in English is required; knowledge of additional languages is an asset.
