Project Summary:

The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct a final performance evaluation of USAID/Egypt's Local Scholarship Program (LSP) for Higher Education Initiative (HEI) Public Universities Scholarship (hereafter called LSP-Public). The purpose of this final evaluation is to assess the performance of the interventions under LSP Public for the two components: undergraduate scholarships and (with particular attention) the performance and sustainability of the Disability Service Centers (DSC) and students' satisfaction with quality of services. The evaluation will also inform USAID/Egypt's Persons with Disabilities (PwD) related program designs in the future.

Position Summary:

The Higher Education Subject Matter Expert (SME) will support the Team Lead and other team members in carrying out all necessary tasks to complete the LSP evaluation. The Higher Education SME will support the Team Lead in the document review, instrument development, and data collection planning process. The Higher Education SME will ensure that the methodology is suited to the Egyptian university context and operating environment. The SME will also participate in conducting data collection, in analyzing the data, and writing sections of the evaluation report. This is a short-term position expected to take place between April – September 2024. The expected level of effort is approximately 65 days.

 

Responsibilities:

  • Identify and review research relevant to the evaluation research questions.
  • Provide contextually relevant information on higher education institutions and student support systems, government priorities, and the overall higher education landscape in Egypt.
  • Participate in the development and revision of instruments including pretesting and finalizing the instruments based on USAID review.
  • Coordinate and conduct data collection efforts including conducting key informant interviews and focus group discussions with stakeholders including MOE officials, government officials in higher education institutions and students and alumni of the LSP project, in consultation with the Team Lead.
  • Examine data and contribute to report writing.
  • Support the development and delivery of the evaluation presentation.
  • Coordinate with the Team Lead and other team members.

 

Qualifications:

  • Master's degree in international development, education, social sciences, or other relevant field from an accredited institution is required.
  • Minimum eight years of experience working on or researching topics including higher education, education policy, and inclusion required.
  • Minimum 10 years of experience in the MENA region preferred.
  • Experience with higher education evaluations preferred.
  • Strong organizational, analytical, writing, and oral presentation skills required.
  • Oral and written proficiency in English and Arabic required.
