Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting (CLA); and monitoring and evaluation (M&E) of the health portfolio.

Position Summary:

The Evaluation and Research Associate will support the evaluation and assessment teams for PIMMELA and will assist in the development of data collection instruments. The Associate will refine methodologies, contribute to recruitment efforts, actively participate in data collection and analysis. The Associate will also ensure timely deliverables, foster collaboration within teams, coordinate with stakeholders, maintain data integrity, adhere to ethical guidelines, and engage in professional development activities. This position will report to the Evaluation Advisor.

 

Responsibilities:

  • Develop data collection instruments for PIMMELA research activities.
  • Refine data collection methodologies with evaluation/assessment teams.
  • Participate in data collection efforts actively.
  • Conduct statistical and qualitative data analysis.
  • Collaborate on synthesizing findings and drafting evaluation reports.
  • Provide regular updates to the Evaluation Advisor.
  • Seek guidance on methodologies and reporting standards as needed.
  • Ensure timely submission of deliverables.
  • Foster communication and collaboration within teams.
  • Coordinate with stakeholders for data collection and dissemination.
  • Attend relevant meetings, workshops, and presentations.
  • Ensure data accuracy and adhere to ethical guidelines.
  • Identify areas for process improvement.
  • Engage in continuous professional development.

 

Qualifications:

  • Bachelor's degree in a relevant field such as public health, social sciences, or a related discipline required.
  • Minimum five years of experience in developing data collection instruments and refining methodologies required.
  • Experience conducting data collection activities, including fieldwork, interviews, surveys required.
  • Experience in the context of public health or development projects preferred.
  • Experience being part of evaluation teams, such as performance or impact, preferred.
  • Experience in use of mixed methods for data collection preferred.
  • Experience using relevant software tools preferred.
  • Proficiency in statistical and qualitative data analysis techniques preferred.
  • Strong attention to detail, communication, and collaboration skills.
  • Ability to work effectively within multidisciplinary teams.
  • Ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously with accuracy.
  • Ability to travel required.
  • Professional written and verbal capability in English required.
