The Program:
Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.
The Role:
This position will support the NDC to strengthen nationally led humanitarian coordination, improve delivery of disaster risk management activities and leverage regional programming from SPC to ensure the land is acquired and prepared for construction of the warehouse. Additionally, the position will support NDC to provide guidance on NEMA, assist to conduct research on different NEMA model used in different countries and review PNG's existing legislative and policies frameworks and provide technical guidance to NDC and Australian counterparts to design a best NEMA model for PNG context.
Key responsibilities:
- Provide technical support to the NDC office to lead on government and donor coordination
- Strengthen pre-existing sectoral coordination through increased predictability and accountability
- Build complementarity of partner actions: avoiding duplication and gaps
- Effectively collaborate with local partners and stakeholders involved in disaster preparedness and response
- Assist in drafting standard operating procedures for NDC's governance, management and operation of the PNG warehouse, in consultation with SPC and program partners
- Develop and provide training for NDC staffs on warehouse inventory management systems
- Contribute to and support the NDC in discussions of locally appropriate humanitarian emergency relief supplies (HERS) and required stock levels and replenishment processes.
Selection criteria
- Advanced university degree or equivalent experience related to Disaster Management, International Development, Climate Change Management, or other relevant field experience in the Pacific context is desirable
- Proven record of achievement over a minimum of 5 years of increasingly responsible experience in providing technical advice to the implementation of humanitarian preparedness and response, or disaster resilience initiatives
- Proven record of working in an Emergency Operations Centre (EOC) or Incident Management Systems (IMS) related fields
- Demonstrates self-awareness and ability to change work in response to feedback and new developments
- Fluency in English is essential. Understanding of PNG tok pisin is (desirable)
