Proposal Summary:  
The primary goal of the Monitoring, Evaluation and Learning (MEL) Support Activity is to enhance USAID Mission MEL capabilities, as well as facilitate Collaborating, Learning, Adapting (CLA) for increased accountability and adaptation across USAID/BiH's portfolio. With a focus on evidence-based decision-making and adaptive management, the MEL Support Activity will aim to contribute to maximizing development impact.

Position Summary: 
The Deputy Chief of Party (DCOP) assists the Chief of Party (COP) in overseeing all technical and administrative aspects of the project, with a specialized focus on the monitoring and evaluation component. This leadership position involves supervising technical staff, managing relationships with subcontractors and consultants, and ensuring the project's compliance with USAID regulations and technical standards. The full-time position will last for five years and be based in Sarajevo, Bosnia and Herzegovina. This position is contingent upon award.

 

Responsibilities: 

  • Serve as the secondary liaison to the USAID/Bosnia Contracting Officer's Representatives (COR), supporting the COP to ensure that the project meets its objectives.
  • Responsible for the day-to-day technical management of the project, including managing and supervising M&E staff.
  • Ensure effective project planning, implementation, and reporting in alignment with USAID regulations.
  • Coordinate and manage data collection, monitoring, report generation, evaluations, and related tasks.
  • Serve as team leader for evaluations and assessments as needed.
  • Draft and/or manage the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytics tasks. This includes developing scopes of work and work plans for evaluations, assessments and studies.
  • Responsible for the design, quality, development and completion of all assessments, analytical reports, and evaluations.
  • Manage subcontractors and consultant teams conducting evaluations, assessments and surveys for the project. This includes quality checks and deliverable reviews. 

 

Qualifications: 

  • An advanced degree in social science, development studies or a related field required. Alternatively, a bachelor's degree plus five additional years of relevant experience.
  • Minimum 8 years of international development experience; experience with USAID and in the Balkans strongly preferred.
  • Progressive responsibility in project management, including technical and administrative oversight, staff, and sub-contractor supervision.
  • Technical experience in monitoring and evaluation of international development projects required.
  • Demonstrated ability to effectively manage projects and provide leadership.
  • Strong written and oral communications skills in English required; Bosnian language skills preferred.
