Tetra Tech International Development is currently accepting expressions of interest for a Safeguarding Advisor for a short-term technical assignment (STTA). The Advisor will guide the design, development, and initial rollout of Tetra Tech's Safeguarding program. This assignment can be done remotely and internationally and has an approximate LOE of 70 days with a desired completion date of on or near September 30, 2024.

 

 

Position Description: The purpose of the program is to establish and implement effective policies, mechanisms, systems, and processes in Tetra Tech's programmatic and home office organizational functions to prevent and respond to the following: Sexual exploitation, abuse, and harassment; trafficking in persons (TIP); child abuse, exploitation and neglect. The Advisor will work to guide the prevention and response approaches and activities for preventing sexual exploitation and abuse, child abuse, and child neglect by employees, agents (grantees, subcontractors, vendors, interns), or any other person provided access to program participants, as well as safeguarding Tetra Tech employees from exploitation, abuse, or harassment. The Advisor will coordinate their activities with the Tetra Tech Safeguarding Group.

 

 

Responsibilities:

* Advise on the development of a company-wide safeguarding strategy to mainstream, promote, and implement protocols and establish minimum standards in relation to safeguarding and protection;

* Advise on the development and rollout of training on safeguarding for Tetra Tech's global workforce;

* Advise on the establishment and management of the home office safeguarding working group; and

* Advise on establishing and carrying out safeguarding risk assessments as applicable to donors' and Tetra Tech's requirements.

 

 

Tasks:

* Initial Assessment of Tetra Tech's current compliance with regulations and international best practices.

* Advise and support the safeguarding working group to take a holistic approach to address all aspects of safeguarding, including the establishment of sub-working groups by topic area (i.e., Prevention of Sexual Exploitation and abuse (PSEA), anti-trafficking, child safeguarding, and others, including a safeguarding vision, and work plan with metrics and measurements for success, reporting, and accountability.

* Develop or revise company standards, policies, and procedures related to PSEA and child safeguarding that are aligned with international best practices and a survivor-centered approaches.

* Develop a template and procedure for a compliance plan for projects, aligned with donor requirements and international best practices, including operational and reporting mechanisms and culturally appropriate and inclusive strategies to inform project participants of feedback mechanisms. The plan must also include safeguarding allegation management/escalation procedures (e.g., proposed reporting mechanism for safeguarding concerns at the project level and guidance on when to escalate internally).

* Develop capacity strengthening and sensitization approaches, including training curricula, for company employees, partners, and grantees on PSEA and child safeguarding, including topics such as donor requirements, company policies, survivor-centered approach, and best interest of the child determination. To the extent possible, training curriculum must include real-life case studies, examples and scenarios for discussion during training.

* Develop a safeguarding internal and external communication and branding strategy in coordination with the safeguarding working group and communications teams.

* Advise and support home office training program for safeguarding.

* Advise on responses for questions and requests related to safeguarding from various teams (e.g., policy questions related to safeguarding, client requests for information/input on Tetra Tech's safeguarding program, etc.

* Advise and support safeguarding investigations upon request, including collecting metrics and trends on closed cases.

Qualifications:

* Minimum bachelor's degree or equivalent work experience required; master's preferred;

* Minimum ten (10) years of work experience with at least 5 years' experience designing and implementing safeguarding programs or those related to GBV prevention and response, protection of vulnerable populations, child safeguarding, anti-trafficking programs, sexual exploitation and abuse prevention and response or related fields;

* Experience in safeguarding, protections, and/or human rights within international development, aid, or other relevant field experience;

* Recognized as an expert in safeguarding and protection of vulnerable populations within and/or outside the international development industry with in-depth knowledge of safeguarding best practices, trends, and concepts;

* Familiarity and experience with USAID, World Bank, and other relevant donor standards and policies in relation to safeguarding and protection required, especially with ADS 303 Mandatory Standard Provision Related to Safeguarding as well as the draft AIDAR clause 722.70 (draft clause currently published by USAID for comment);

* Strong listening, analytical, attention to detail, and decision-making skills;

* Demonstrated integrity, independent thinking, judgment, and respect for others;

* Knowledge of adult learning principles and/or communications experience preferred;

* Ability to analyze and draw insight from data to build appropriate metrics to drive decision-making and impact;

* Ability to communicate clearly and concisely orally and in writing and lead presentations, training courses, and effective meetings with multi-cultural audiences;

* Strong knowledge of MS Office applications;

* Fluency in foreign language preferred. Strong preference for Spanish or French;

* Willingness to travel and work abroad; experience living or working in developing countries preferred; and  

* Position is open to US-based and international candidates.
