Overview

The Agency of Digital Services (ADS) is seeking an experienced IT Business Analyst to join ADS's Enterprise Project Management Office (EPMO). The EPMO is a centralized division comprised of IT Project Managers and IT Business Analysts providing a range of services to partner Agencies across the State of Vermont Executive branch. This position is predominately focused on IT Projects supporting the Agency of Human Services (AHS). We have a standard work schedule of Monday through Friday, 7:45am-4:30pm.

 

As an IT Business Analyst, you will help enable positive change within DVHA by defining and modeling processes and requirements within the context of formal projects. You will identify and apply appropriate business analysis tools and methods throughout the project lifecycle to support achieving business objectives and benefits.

 

Other examples of work include:

  • Gathering user requirements via interviews, workshops, site visits, and other methods.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Analyze and verify requirements for applicability, consistency, completeness, and conformity to standards.
  • Manage and track the status of requirements throughout the project lifecycle.
  • Create process models, specifications, and other diagrams.
  • Identify and document business rules.
  • Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.

 

The ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer-service oriented, and has excellent verbal and written communication skills. The candidate has some experience in the use of MS Visio as well as project and software development tools such as Azure DevOps or Jira. He/she brings a foundational understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the Agile Manifesto and scrum techniques, and has experience successfully applying those standards in a variety of project frameworks. Preference will be given to candidates who hold one or more IIBA Certifications.

 

As of July 14, 2024 the step 1 rate for pay grade 22 will be $25.10 per hour.

Environmental Factors

Duties are performed largely in a standard office setting. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty, although rare, may be anticipated

Minimum Qualifications

Bachelor's degree in an IT-related subject


OR


Two (2) years or more of experience in an Information Technology field
