The DVHA Business Office Analytics Unit is looking for a Financial Manager III who can confidently take on both the complex world of state governmental budgeting and reporting AND the deeply personal world of healthcare claims and spending analysis. A proactive communicator eager to join a team who tackles the Vermont State Medicaid Programmatic spending by leaning on each other to stay informed, invested, and accountable. Managing over a billion dollars in annual healthcare spending across diverse funding sources and complex payment arrangements is a significant undertaking. We succeed by fostering a culture of mutual support, maintaining consistent engagement with our partners and stakeholders, and approaching every task with a shared commitment to excellence, regardless of its scale. If that sounds like a good day's work, and you have a moderate Excel obsession, some background in Tableau or Power BI, and a never-ending desire to solve complicated puzzles, you might be just who we're looking for.
 

State's Hybrid Work Standard:
The Department of Vermont Health Access currently operates under the state's hybrid work standard. The current standard requires a minimum of three days in-office with flexibility to telework for up to two days per week. Upon hire, employees work with their supervisor to create a schedule that aligns with the business needs of the unit.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
