Overview

The Vermont Department of Health (VDH) is seeking an individual with emergency medical services (EMS), healthcare, quality improvement, and program implementation experience to join the Mobile Integrated Healthcare development team in the Office of Emergency Medical Services (OEMS).  Based at the Department of Health in Waterbury, Vermont, this position will serve a key role in advancing Mobile Integrated Healthcare statewide, and other related EMS system priorities such furthering the development of EMS education and training strategy, data systems, and performance improvement. This work is supported through the Rural Health Transformation Program (RHTP). 

 

This position will work as part of a multidisciplinary team across programs and departments to support the statewide rollout of Mobile Integrated Healthcare as well as other related initiatives within OEMS. Key responsibilities include participating in the development, organization, and implementation of statewide education and training strategies for EMS personnel providing emergency and non-emergency out of hospital care, and the educators who are developing the EMS workforce. Furthermore, this position will support the integration of a community health electronic record system with the Statewide Incident Reporting Network (SIREN), as well as the development of educational, clinical, patient safety, and operational performance metrics to evaluate community health programs, patient outcomes, and evaluate regional and statewide strategies. This position will be primarily regulatory in nature, will involve collaboration and coordination with state and community partners, and may participate in the management of a sub-recipient grant program. 

 

The successful candidate will possess strong organizational and communication skills, the ability to manage multiple projects at once, and experience using data, research, and evidence-informed practice to establish and evaluate key program performance metrics. Advanced subject matter knowledge related to education and training, and the principles of planning, organizing, and communications are a must. Familiarity with EMS systems, community-based healthcare delivery, education and training systems, performance measurement, grant administration, or CQI principles is highly desirable. 

 

This position will work closely with OEMS leadership, the EMS Data Team, software vendors, EMS agencies, healthcare organizations, educators, advisory groups, and other state and community partners to support statewide implementation efforts, particularly around Mobile Integrated Healthcare. This may include helping develop user guidance and training materials, coordinating technical assistance, participating in workgroups and learning collaboratives, supporting program applicants, and contributing to statewide policy, planning, and program improvement activities. This position may also contribute to legislative reports, talking points, public-facing materials, and emergency response activities in support of the Department's broader mission to protect against disease and injury, advance equity, and prepare for health emergencies.

Environmental Factors

Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving application of programs, especially in dealing with families and in the allocation of program resources.

Minimum Qualifications

Four (4) years or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields. 

OR

Associate degree in public health, public administration, business administration, environmental science, emergency response, human services, social work, social sciences related fields or health-related fields and three (3) years or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields.

OR

Bachelor's degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields and two (2) years or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields.

OR

Master's degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences related fields or health-related fields and one (1) year or more of experience in public health, human services, emergency response, community engagement, program administration, human services related fields or health-related fields.

OR

One (1) year or more of experience as Public Health Specialist II.
