Qualifications

Required:

  • Active TS/SCI with a Polygraph at time of application 
    • Please discuss specific polygraph requirements with a SPA Talent Acquisition professional.
  • Master's degree in a business administration or human capital (or human resources) discipline or a Bachelor's degree in a similar discipline with at least 8 years of related experience
  • Minimum 10 years of working experience in government or industry in relevant work areas including: DoD/IC military and civilian personnel support processes, front office operations, or similar commercial or private industry environments
  • Excellent oral and written communication skills

Desired:

  • Additional training or certifications in personnel management, human capital or human resources topics related to DoD programs, such as space systems
  • 15+ years of relevant experience in an Intelligence Community organization's front office
  • Domain knowledge of DoD human capital management operations and processes
  • Familiarity with the Tracking Information & Enterprise Response (TIER) tool
  • Advanced proficiency in MS Office Suite applications


Responsibilities

The Strategic Asset Planning Specialist will provide expert-level support to senior executives in a government front office to help them address their roles and responsibilities accurately, responsively, and in a timely manner. Shall be highly knowledgeable in military and civil service personnel management policies and practices. Shall be prepared to provide support in a dynamic operational environment with short turnaround cycle times and often involving complex issues, concepts, and processes. Must be able to perform with excellence in support of a wide range of personnel management procedures and processes, such as the following activities:

  • Maintain knowledgeable of human capital management policies, regulations, and statutes.
  • Being aware of current opportunities for education, training, certification, and skill acquisition for civilian personnel.
  • Establish and maintain job- and career-related current information and data on civilian staff members.
  • Coordinate civilian position interviews.
  • Coordinate onboarding and offboarding processes for civilian personnel.
  • Track, review, and document performance reviews and status for civilian personnel.
  • Oversee and coordinate management interventions designed to improve job performance and increase efficiency and productivity.
  • Manage and control professional staff recall rosters.
  • Manage and control military Officer and Enlisted personnel performance rating and reporting process.
  • Prepare and coordinate travel orders and preparations for military and civilian personnel.
  • Manage and control security clearances and sensitive information accesses for military and civilian personnel.

This position is for future work and is contingent upon SPA receiving funding for this effort.
