SPA has an immediate need for an AIAMD Expert to enhance the services and flexibility of the current Capability Managers' community from both the Air Defense Artillery and Field Artillery lines of effort. Responsibilities Essential Duties and Responsibilities: The AIAMD Expert will: Will review and submit recommended changes to documents (e.g., draft Field Manuals, white papers, concepts and requirements document, etc.) in electronic format as prescribed for each document (e.g. Comment Resolution Matrix (CRM)) within 14 days of receipt Will provide a detailed report within 72 working hours of attending test events, exercises, or travel in Contractor format and submitted electronically with, at a minimum, purpose, place, dates, participants, decisions and taskings Will monitor compliance with current requirements, acquisition regulations, and policies. Provides summary documentation of discrepancies/issues as appropriate Will review and comment on CONOPS, draft field manuals, white papers and other draft capability development documents to support current and future capabilities development efforts. The Contractor shall consolidate inputs, prepare reports, and submit the FCOE recommendations Will review and comment on documents for specific systems to include participating in ADA WSR and CNA to support current and future capabilities development efforts, and to identify required capabilities and gaps Will develop and provide written Fires input to operational scenarios, learning demands and associated briefings Will provide a detailed report within 5 days of attending meetings in Contractor format and submit electronically with, at a minimum, purpose, place, dates, participants, decisions, and tasking Additional Duties and Responsibilities: Get along well with other employees and be a good team leader. Understand lines of reporting, responsibility, and accountability Be able to act in a manner that reflects respect and courtesy to establish and maintain effective work relationship; work with diverse groups of employees comfortably and willingly; displays patience and control when confronted with stressful situations Provide In-Process Review generated Reports (Monthly Status Report) NLT on the last day of the reporting month Provide an Analysis and Data Collection Management Plan, including written input for general officer briefings as outlined in the government approved experimentation and analysis plan Complete experimentation reports within 90 days of experimentation completion Provide a written set of comments/recommendations for every concept reviewed and a summary of applicability to AFC experimentation in the government approved format Consolidate input and plan for coordinating, facilitation, execution, and conclusion of experiments in an electronic Government approved format Provide electronic copies of all work completed regardless of draft status at the end of the period of performance with associated files/emails Be able to track/monitor the team travel budget May be required to travel to support Experiments Note: Employee may perform other duties as assigned to meet ongoing needs of the organization Qualifications Required Qualifications: Possess a bachelor's degree. Education requirement equivalency is met with a high school diploma and five years of military/federal government (DoD) work experience or an associate degree and three years of military/federal government (DoD) work experience. Work experience documented for educational equivalency cannot count toward operational experience. Master's degree or above is preferred. Have at least ten (10) years of cumulative operational experience in ADA. Operational experience includes military, combat development, materiel development, or training development assignments. Possess a SECRET security clearance or can obtain an interim SECRET clearance at time of performance under the task order. Possess knowledge of ADA doctrine, weapon systems and organizations (knowledge shall reflect a minimum of ten (10) years of cumulative ADA experience). Possess general background experience and knowledge base in ADA training, defense design planning, tactical and maintenance/logistic operations. Ten (10) years or more of experience in Lower Tier and/or Upper Tier Air and Missile Defense and/or Short-Range ADA (SHORAD) is preferred. Have two (2) years of experience in development, review and staffing of ADA related documents and publications. Preferred experience is with ADA combat development, doctrinal, or training documents and publications. Possess the ability to effectively communicate ideas in writing and orally articulate thoughts to support the development of DOTMLPF products and the development of Army and Fires concepts, doctrine and tactics, techniques and procedures (TTPs). Completion of Master's/PH. D thesis or PHD dissertation is preferred. Evaluate the design performance capabilities of emerging organizations, weapon systems, sensors, and mission command to assess whether they will mitigate required capability gaps. Shall have experience working or supporting an ADA program/product/project office or combat development organization as a government civilian, military service member, or DoD funded System Engineering and Technical Assistance (SETA) contractor. Have experience in conducting meetings, leading discussion groups, briefing senior audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of Army and Fires concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, “Preparing and Managing Correspondence” and Field Manual (FM) 6-0, C2, “Commander and Staff Organization and Operations.” Have a minimum of two (2) years of experience with Microsoft Office applications.
