Within SPA's Sea, Land, Air Division, the Operations Research and Cyber Analysis (ORCA) Group applies advanced modeling, simulation, MBSE, and data driven methods to inform senior leaders on operational risk, future capabilities, and resource investment decisions

 

ORCA has an immediate need for a Modeling and Simulation Team Lead to provide high level analytic oversight and strategic guidance for Navy campaign analysis. #KS


Responsibilities

The Modeling and Simulation Team Lead will lead the development, execution, and interpretation of campaign level analyses aligned with approved Defense Planning Scenarios (DPS). Serving as a senior advisor, the analyst will oversee modeling approaches, assess alternative capabilities, and deliver insight to inform Navy leadership on force design and resource allocation decisions. This role requires the ability to guide analytic priorities, ensure analytic rigor, and communicate results effectively to senior and executive level stakeholders.

 

The candidate will be required to work on-site at the Pentagon during normal work hours in a classified space. Responsibilities include the following:

  • Provide senior level oversight of campaign modeling, simulation design, and analytic methodologies.
  • Guide analytic priorities and ensure alignment with Navy strategic objectives and DPS requirements.
  • Integrate operational, technical, programmatic, and acquisition considerations into enterprise level assessments.
  • Oversee synthesis of complex data and ensure analytic findings meet leadership expectations for clarity, rigor, and relevance.
  • Direct preparation of executive level briefings, reports, and recommendations for senior Navy stakeholders.
  • Manage workload across multiple efforts and ensure analytic quality, transparency, and timely delivery.

Qualifications

Required Qualifications:

  • Bachelor's degree in Math, Statistics, Engineering, Physical Science, Operations Research, Data Science, or related field
  • 15 years of professional experience in one or more of the listed disciplines, or 7 years in warfighting analysis or proven Operations Analysis subspecialty code
  • Experience must include supporting modeling and simulation–based analysis and managing budgeting, warfare analysis, project scheduling/tracking, and logistics requirements analysis
  • Experience developing white papers, project documents, and executive level briefings; effective written and verbal communication (short technical presentation required during interview)
  • Active DoD Secret Clearance (and the ability to upgrade to and maintain a TS/SCI clearance throughout employment)

Desired Qualifications: 

  • Familiarity or experience with Red Hat Enterprise Linux
  • Experience with data visualization software
  • Active DoD TS//SCI clearance with eligibility for Special Access Programs

Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $125,000.00/Yr. - USD $156,000.00/Yr.
