SPA seeks an experienced export and trade control professional to work within the SPA Legal Department. This role will serve as the company's senior Empowered Official, responsible for overseeing all export/import compliance activities across SPA's business. The position is full-time, in-office, with occasional travel to client sites and other SPA locations. 

 

Responsibilities

Key Responsibilities

• Serve as SPA's senior Empowered Official (EO), leading export/import compliance and acting as the primary liaison with U.S. government agencies on export and import matters.
• Develop, implement, and maintain SPA's export control policies and procedures, ensuring compliance with ITAR, EAR, and other relevant regulations. Responsible for SPA's Export Control Policy Manual, and Technology Control Plan, including annual review and training.
• Advise SPA leadership and divisions on export requirements for UAS and counter-UAS offerings, including service-based solutions.
• Oversee export licensing, classification, and documentation processes; manage relationships with customs brokers.
• This role will be a hands-on position and include USML/ECCN determinations, commodity jurisdiction requests, license and agreement preparation, proviso management, denied party screening, international partner vetting, and deemed-export controls.
• Monitor and interpret regulatory changes in U.S., UK, and Australian export regimes; ensure SPA's trade compliance across all jurisdictions.
• Partner closely with division personnel and functional SMEs to support business operations in secure environments and facilitate cross-functional collaboration.
• Lead internal audits, investigations, and training programs to promote a strong culture of ethics and integrity related to international trade compliance matters.
• Support SPA's AI-driven initiatives by ensuring export compliance for advanced technologies and data.

Qualifications

• Bachelor's degree required; advanced degree preferred.
• Minimum 10 years' experience in export control, including at least 5 years as an Empowered Official for a government contractor in the defense or intelligence industry. Credit for comparable government experience will be considered.
• Obtain and maintain at least a Secret-level security clearance; uphold SPA's standards for ethics and integrity.
• Demonstrated expertise in ITAR, EAR, and export requirements for defense, intelligence community offerings, and/or UAS/counter-UAS offerings.
• Extensive experience with service-based government contracting and SaaS offerings highly desirable.
• Customs broker experience preferred.
• Knowledge of AI technologies and their export implications.
• Familiarity with Australian export regimes highly desirable.
• Proven ability to work independently, collaborate across functions, and operate in small, secure environments.
• Willingness and ability to travel as needed.

Pay Range Information

At SPA, we strive to deliver a robust total compensation package that will attract and retain top talent. Elements of the compensation package include competitive base pay and variable compensation opportunities. The specific programs and options available to any given employee may vary depending on eligibility factors such as geographic location, date of hire, etc. Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $140,000.00/Yr. - USD $160,000.00/Yr.
