Qualifications

  • Active TS clearance with SCI eligibility
  • MA/MS degree
  • 10+ years of experience supporting the development of technical analyses for C2 systems 
  • 2+ years of experience supporting the DoD PPBE process, acquisition process, and JCIDS process
  • Experience supporting the Defense Acquisition System, including experience with Adaptive Acquisition Framework pathways
  • Demonstrated expertise and experience in the technical development, integration, and operational employment of C2 systems
  • Experience conducting Cost/Schedule/Performance analyses of C2 acquisition programs
  • Knowledge of the Joint C2 portfolio of programs and initiatives related to technical, requirements, policy, and governance
  • Experience supporting major DoD staffs (OSD and/or Joint Staff experience preferred)


Responsibilities

The candidate will support the C4ISR Directorate within the Office of the Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management. The C4ISR directorate conducts portfolio management of the modernization and sustainment of the DoD Communication Systems, Networks, and ISR systems. The analyst will assist the government in conducting technical analyses and assessments of joint service, allied, and coalition Joint Command and Control (C2) capabilities in support of Integrated Acquisition Portfolio Reviews (IAPRs) and Competitive Acquisition Pathfinders (CAPs). Will facilitate and provide support for Joint C2-related working groups and governance bodies, including the Joint All Domain C2 Cross Functional Team, the C2 Senior Steering Group for Acquisition (C2 SSG-A), Program Manager-Chief Engineer Steering Group (PM-CESG), and the Systems Engineering and Integration Working Group (SE&I WG), and participate in governance structures such as the Deputy's Management Action Group (DMAG), Command Control Communications Leadership Board (C3LB), Cyber Council, Joint All Domain Command and Control (JADC2) CFT, Innovation Steering Group, Rapid Defense Experimentation Reserve (RDER) and Mission Partner Environment Executive Steering Group. Will also support all elements of the Defense Acquisition System, JROC processes such as JCIDS and PPBE, and the legislative process. Support technical exchanges and information sharing in support of portfolio management and oversight of networks and communications systems.
