The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to military services CCMDs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
We have an immediate need for an Electrical Engineer Subject Matter Expert (SME) to provide hybrid support out of SPA's Lorton, VA Facility (near Fort Belvoir).
Responsibilities
The candidate will provide scientific and project management support to the DTRA Chemical and Biological (CB) Defense Department, Physical Science and Technology Division (RD CBP). Apply expertise in electrical engineering to chemical and biological threat detection and identification using passive or standoff detection methods, such as spectroscopy, lasers, lidar, or quantum sensing for high-resolution mapping of chemical or biological agents. Identify emerging warfighter technology needs and address capability gaps to assist in developing project strategies and goals. Key responsibilities include coordinating and consolidating complex technical and strategic responses, such as reviewing proposals submitted through the Long-Range Broad Agency Announcements, assessing technical reports and statements of work for the Joint Science and Technology Office (JSTO) to ensure technical validity, and developing communication materials for both technical and senior leader audiences. Additional duties include monitoring funding documentation, tracking program metrics, supporting the development of presentations, papers, and other programmatic documentation. Provide technical strategies, logistics planning, and execution support for meetings with government clients and partners, while demonstrating initiative and conducting research to address unclear or evolving requirements.
This hybrid position is located at DTRA Headquarters on Fort Belvoir, VA, and requires residing in the National Capital Region.
Travel of 10–15% may be necessary to support program goals and deliver reports or presentations.
Qualifications
Required:
- Bachelor's degree in electrical engineering, physics, or a related physical science field, with a minimum of 5 years of experience in science and technology program management.
- Strong analytical abilities in applying and analyzing scientific principles for future technology development.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office applications.
- Active Secret clearance, with eligibility for Top Secret clearance.
- Able to work fully onsite based on client needs.
Desired:
- Master's degree in electrical engineering.
- Experience in technology prototyping, automation, and networking.
- U.S. military experience, ideally involving chemical and biological defense operations.
- Knowledge of traditional and emerging chemical warfare agents.
- DAWIA Certification in Engineering and Technical Management and/or Program Management, with familiarity in DoD acquisition policies and the Planning, Programming, and Budgeting System (PPBS).
- Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
- Experience working with the Chemical Biological Defense Program (CBDP).
