SAIC has an exciting opportunity for a Sr. Software Engineer to join a high-performance team. This role serves as the lead technical resource for the VA's Fee Basis (FEE) systems, ensuring stability, accuracy, and continuity of mission‑critical operations. This role is responsible for developing, maintaining, and supporting production code that directly enables more than $1 billion in annual payments to community care nursing homes providing care to Veterans. In addition to primary FEE responsibilities, the role provides essential backup development and operational support for the Community Care Program Center (CCPC) and Third‑Party Outpatient (TOP) systems.
This position is also critical to ongoing Electronic Health Record Modernization (EHRM)–related releases, including development and integration work supporting upcoming debt‑collection capabilities being advanced by the VA and Oracle Health.
This is a 100% Remote role.
Job Description
Serve as primary developer responsible for all enhancements, maintenance, and operational support for the Fee Basis (FEE) systems.
Ensure uninterrupted functionality of systems responsible for over $1B annually in community‑care nursing home payments, preventing delays or errors that directly affect Veteran care reimbursement.
Develop, test, deploy, and sustain code supporting core FEE business rules, payment logic, and operational workflows.
Provide backup development and operations support for CCPC and TOP systems, ensuring continuity of service and seamless coverage during high‑volume or critical processing periods.
Troubleshoot, diagnose, and resolve complex issues across FEE, CCPC, and TOP environments, ensuring rapid restoration of service when incidents occur.
Support EHRM‑related development activities in partnership with VA and Oracle Health, including upcoming debt‑collection integrations and release cycles.
Collaborate with business analysts, payment operations teams, and technical stakeholders to clarify requirements, align system behavior with policy, and confirm readiness for production releases.
Maintain documentation for system code, logic flows, operational procedures, and release changes to support auditability, maintainability, and knowledge transfer.
Participate in release planning, end‑to‑end testing, deployment validation, and post‑deployment monitoring for FEE, CCPC, TOP, and EHRM‑related changes.
Identify process improvements and modernization opportunities within legacy payment systems while ensuring stability, compliance, and minimal disruption to mission‑critical operations.
Qualifications
Education
Bachelor's or Master's degree in computer science, systems engineering, or related technical discipline.
Specialized training or experience with VA payment systems, VistA‑based applications, or health‑care claims processing is highly desirable.
Experience:
8 years of experience working with VA FEE and TOP systems.
8 years of additional relevant experience may be substituted for education.
Demonstrated experience developing and supporting production code within VA financial, clinical, or community‑care systems.
Experience supporting legacy payment systems or reimbursement platforms such as FEE, CCPC, or TOP.
Background working in regulated or compliance‑driven environments with mission‑critical or high‑risk financial workflows.
Familiarity with modernization initiatives such as EHRM, particularly changes affecting billing, payment, and debt‑collection processes.
Requirements
Strong software development skills with the ability to maintain legacy codebases while supporting ongoing enhancements.
Proficiency in troubleshooting complex functional and technical issues in multicomponent production environments.
Excellent communication skills with the ability to partner closely with operations teams, payment offices, analysts, and leadership.
High attention to detail with commitment to accuracy in payment‑related outputs and coding logic.
Ability to manage competing priorities across multiple systems while maintaining stability of critical payment operations.
Strong documentation skills for code changes, release notes, technical procedures, and operational workflows.
Proven reliability and ability to sustain continuity for systems where service interruption has major financial and Veteran‑care impacts.
Clearance Requirement
US Citizenship with the ability to obtain and maintain a Public Trust clearance
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
