SAIC is seeking a Requirements Analyst to provide critical analytical, technical, and administrative support for the Defense Threat Reduction Agency (DTRA) at Fort Belvoir, VA. This role will support the development, validation, and documentation of internal and external requirements to enable DTRA's mission to counter and deter Weapons of Mass Destruction (CWMD) and emerging threats. The position is full-time, on-site at Fort Belvoir, VA.
The Requirements Analyst will provide operational, decision-making, and coordination support to the Agency's forward footprint and assist in ensuring compliance with regulations, plans, and Agency priorities. This role will involve coordination across DTRA departments, the Joint Staff, and other stakeholders to facilitate the alignment of requirements into actionable plans and processes.

Key Responsibilities Include:
•    Coordinate the validation of internal and external requirements and requests across Directorates by assessing alignment with plans, guidance, and DTRA's mission priorities.
•    Manage and process Global Force Management (GFM) requests in coordination with the Joint Staff, aligning with applicable policies and regulations. Responsibilities include facilitating the annual GFM Program of Action and Milestones (POAM), analyzing both external and internal requirements, and overseeing associated systems and processes such as the Joint Capabilities Requirements Manager (JCRM).
•    Support the preparation and coordination of decision packages for requests and provide Government-validated requirements to the executing Directorates with clarity and completeness.
•    Collect, monitor, and maintain data for internal databases, synchronization tools, and integration systems, while ensuring timely and accurate documentation of all requests in DTRA's system of record.
•    Support the development, coordination, and documentation for Government-hosted events—such as workshops, coordination and review meetings, and senior leadership engagements—including creating comprehensive read-ahead packages, meeting agendas, and briefings.
•    Analyze, prepare, and present technical and operational reports to leadership by identifying key issues, challenges, and trends, while making recommendations for resolution or action as required.
•    Collaborate with DTRA Directorates, the Chairman of the Joint Chiefs of Staff (CJCS), and the Joint Staff to identify and address requirements linked to strategic guidance and Agency priorities.
 

Qualifications

Required Qualifications:
•    Bachelors degree in a related field with over 10 years of experience 
•    Relevant experience should be in requirements development, analysis, or management within Defense or Federal Government sectors.
•    Active DoW Secret Security Clearance, with the ability to obtain a Top Secret clearance.
•    Proven ability to analyze, validate, track, and document requirements and requests within a rigorous organizational process.
•    Experience managing processes, workflows, and data within systems such as the Joint Capabilities Requirements Manager (JCRM), the Joint Force Requirements Process (JFRP), Defense Readiness Reporting System (DRRS), or other readiness and planning tools.
•    Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
•    Excellent verbal and written communication skills, with a proven ability to produce polished, client ready documentation and briefings and deliver comprehensive written and oral reports.
•    Demonstrated attention to detail, organizational skills, and ability to prioritize tasks in a fast-paced and dynamic environment.

Desired Qualifications:
•    Relevant experience working within or in support of DTRA, the Joint Staff, a Combatant Command, and other Federal agencies.
•    Thorough understanding of GFM concepts and processes, DTRA's requirements systems of record, as well as joint military capabilities development.
•    Familiarity with Chairman of the Joint Chiefs of Staff (CJCS) requirements, operational guidance, and validation processes.
•    Experience managing and reporting data using advanced tools, GFM systems, or enterprise databases.
•    Active Top Secret security clearance or SCI eligibility.
